United Russia came under fire after the October 2009 regional elections. Despite the sluggish economy and an uptick in public protests against local and regional governments, United Russia received a majority and in many cases a super-majority in almost every region. In the Moscow Duma, United Russia took 32 of the 35 seats, leaving three to representatives of the Communist Party and forcing out two other parties, A Just Russia and Yabloko, altogether. While complaints about electoral fraud, ballot stuffing, and voter intimidation were not uncommon before these elections, the circumstances and extent of the irregularities made the 2009 elections one of the first series black marks on the reputation and popularity of United Russia.
Representatives of the Communist Party, the Liberal Democratic Party, and A Just Russia protested the election results by staging the first Duma walkout in nine years. Party Chairman Gryzlov and Prime Minister Putin refrained from commenting on the accusations of election fraud, while President Medvedev said that United Russia’s 66% of the vote only proved the party’s “moral and legal right to run the regions.” In March 2010, the party kept control of all eight regional parliaments up for grabs even though its popularity was down an average of 10-15 percentage points.
The Russian population largely associates the party with Putin, market economic reforms, opposition to communism, and a tough stance on rebellious regions like Chechnya. This also leads many to credit United Russia with maintaining political and economic stability. With multiple economic and political economic crises in recent memory, this may explain the wide support it enjoys among Russian citizens, despite serious accusations of election fraud and the party’s poor performance at curtailing corruption, the number one issue with Russian voters.
