Putin and Pompeo Meet

This issue presents Russian news broadcasts on issues of policy and politics with full transcripts and full side-by-side translations. It is aimed at providing vocabulary for intermediate-and-above-level students of the Russian language. We hope that these will be of interest to anyone hoping to build Russian language skills or to better understand policy, policy implementation, and policy spin in Russia.

According to a 2016 poll by the independent Levada Center, 80% of Russians view television as their primary source of news. The same Levada poll, however, shows that only 41% trust the news as an objective source of information. The broadcasts sampled here are from Russia’s most-watched channels: First Channel and Russia Channel.

По обе стороны океана подводят итоги большого политического вечера в Сочи, где Владимир Путин принял Госсекретаря США после переговоров Майка Помпео с нашим министром иностранных дел Сергеем Лавровым. Прорыва не случилось, но конструктивный диалог выстроить удалось. A meeting of great political importance is reaching its conclusion in Sochi, where Vladimir Putin received US Secretary of State Mike Pompeo following negotiations with Foreign Minister Sergei Lavrov. There was no breakthrough in the negotiations, but they were able to have a constructive dialogue.
Ограничивать переговоры Владимира Путина и Майка Помпео по времени заранее не стали. Как отметил еще перед началом встречи пресс-секретарь российского лидера Дмитрий Песков, это могло быть и полчаса, и три часа. В общем, как пойдет. Когда уже через несколько минут после начала диалога с кухни резиденции главы государства понесли в переговорную чай и кофе, а чуть позже и легкие закуски (гостей угощали холодным супом из огурца с лососем) стало понятно, что встреча вышла за формальные рамки. Хорошим фоном для беседы, как отметил российский президент в самом начале, стали итоги расследования спецпрокурора Мюллера. The talks between Vladimir Putin and Mike Pompeo were not given set time limits in advance. Before the start of the meeting, Dmitry Peskov, the Russian President’s press secretary, noted that it could have lasted half an hour or three hours. In general, it would run as it ran. That this meeting went beyond the standard formal framework became clear when, just a few minutes after the start of negotiations, the head of state’s kitchen staff brought tea and coffee to the meeting room. A little later, the guests were treated with snacks consisting of cold cucumber and salmon soup. As the Russian president noted at the very beginning, the findings of Special Prosecutor Mueller’s investigation established a good atmosphere for dialogue.
«Несмотря на всю экзотичность работы комиссии господина Мюллера, все-таки надо отдать ему должное, в целом он провел объективное разбирательство и подтвердил отсутствие всяческих следов и всяческого сговора между Россией и действующей администрацией, что мы изначально характеризовали как полную чушь, никакого вмешательства с нашей стороны в выборы не было на государственном уровне и быть не могло. Но все это, к сожалению, послужило причиной, в том числе и это, послужило причиной ухудшения наших межгосударственных связей», — отметил Владимир Путин. Vladimir Putin said, “Despite the exotic nature of the work done by Mr. Mueller’s commission, we have to give him credit where it is due. Overall, he conducted an objective investigation and confirmed the absence of any traces of collusion between Russia and the current administration, which we, from the beginning, characterized as complete nonsense. There was no interference on our part at the state level, and indeed there could not have been any interference. But all of this, including this [accusation], unfortunately served as the cause for the deterioration of our interstate relations.”
Завершение же расследования — как раз шанс на улучшение отношений. Основой для этого, как отметил Владимир Путин, могло бы стать экономическое сотрудничество, тем более, что торговый оборот между Россией и США за прошлый год пусть и незначительно, всего на 5%, но вырос. В этом же направлении, заявил и Майк Помпео, готова двигаться и Америка. The completion of this investigation is really just another chance to improve relations, the basis for which, as Vladimir Putin noted, could be economic cooperation. This is especially true since trade turnover over the last year between Russia and the USA had a slight increase, but still an increase, of 5%. Mike Pompeo said that America is also ready to move in the same direction.
«У нас есть общие интересы и вопросы, по которым мы можем сотрудничать. Мы можем работать вместе, и это, безусловно, положительно скажется не только на народах наших стран, но и на всем мире в целом. Mike Pompeo said, “There are places that our two countries can find where we can be cooperative, we can be productive, we can be cumulative, we can work together to make each of our two peoples more successful and frankly the world more successful, too. President Trump wants to do everything we can.”

По словам помощника российского президента Юрия Ушакова, который также принимал участие во встрече, этой теме посвятили значительную часть полуторачасовой дискуссии. Political differences stand as the main obstacle to the development of cooperation. One of the most pressing issues is the unilateral withdrawal of the United States from Intermediate-Range Nuclear Forces Treaty. In the words of Yuri Ushakov, an aide to the Russian president who was also a part of the meeting, a significant portion of the hour-and-a-half discussion was devoted to this topic.
«Выразили разочарование в связи с решением американцев о выходе из Договора о ликвидации ракет средней и меньшей дальности, обсуждена ситуация вокруг Договора о СНВ. Договор истекает в 2021 году. Если в Вашингтоне заранее не определятся по своей позиции, то нам придется предпринимать все необходимые меры для обеспечения собственной безопасности и повышения обороноспособности», — отметил помощник президента РФ Юрий Ушаков. Presidential Aide Yuri Ushakov stated, “We expressed our disappointment in regards to the Americans’ decision to withdraw from the Intermediate-Range Nuclear Forces Treaty and we discussed the situation surrounding the START Treaty, which expires in 2021. If Washington does not state their position in advance, then we will have to take the necessary measures to ensure our own security and to increase our defensive capabilities.”
В свою очередь, американцы демонстрировали интерес к сирийскому урегулированию. По крайней мере, за столом переговоров присутствовал и спецпредставитель США по этому вопросу. In turn, the Americans seemed to express interest in a reconciliation of issues involving Syria. At the very least, a special representative on this issue was present at the negotiation table. A dialogue on this issue did take place and, as the aide to the Russian president noted, the discussion was businesslike and constructive.
Наша страна выступает за мирный политический процесс на основе уважения суверенитета и территориальной целостности Сирии. Владимир Путин подчеркнул необходимость соблюдения международного права и в отношении Венесуэлы. Our country advocates for a peaceful political process on the basis of respect for the sovereignty and territorial integrity of Syria. Vladimir Putin stressed the importance of respecting international law in regards to Venezuela.
Обсудили и ситуацию с выходом США из ядерной сделки по Ирану. Как известно, Вашингтон в этом вопросе не поддержали даже его европейские союзники. Еще одна тема, на которой остановились подробно, — ядерное разоружение на Корейском полуострове: оно фактически зашло в тупик после неудачных переговоров Трампа и Ким Чен Ына. The situation surrounding the withdrawal of the United States from the Iranian nuclear deal was also discussed, of which it is widely known that Washington did not receive any support, even from their European allies. Another topic that was exhaustively discussed was the nuclear disarmament of the Korean Peninsula, which had actually reached a dead end after unsuccessful negotiations between Trump and Kim Jong Un.
В заявлении, которое распространила пресс-служба Помпео по итогам встречи с Владимиром Путиным, Госсекретарь заявил, что денуклеаризация региона — общая задача для России и США, над которой нашим странам необходимо работать вместе. Госсекретарь также оценил и встречу с российским лидером. In a statement which was issued by Pompeo’s press after the conclusion of his meeting with Vladimir Putin, the Secretary of State said that it is in the common interest of Russia and the USA, on which both of our countries need to work together. The Secretary of State also expressed his gratitude for his meeting with the Russian leader.
«Мы хорошо поговорили. Президент, очевидно, очень хорошо разбирается в этих вопросах, и поэтому мы смогли быстро перейти к контексту и конкретным деталям. Так что в этом смысле это было очень, очень продуктивно», — отметил Майк Помпео. Mike Pompeo said, “We had good conversation. The president is obviously very well versed in these issues and because of this we were able to quickly move on to contextual and concrete details. In that sense, it was very, very productive.”
Завершившиеся переговоры в Сочи — самая обсуждаемая международная новость в американской прессе. Большинство обозревателей сходятся во мнении, что благодаря итогам расследования Мюллера Трамп получил пространство для маневра, которое позволит ему выполнить давнее обещание по улучшению отношений с Россией. The conclusion of negotiations in Sochi is the most talked-about international news in the American press. The majority of viewers agree that, thanks to the results of the Mueller investigation, Trump has enough room to maneuver, which will allow him to fulfill the longstanding promise to improve relations with Russia.
Одним же из главных итогов переговоров многие эксперты называют тот факт, что впервые за долгое время Америка и Россия напрямую обозначили свои позиции по ключевым вопросам. А, это как раз то, с чего и начинается поиск компромисса. One of the main results of the negotiations that many experts are citing is the fact that, for the first time in a long time, America and Russia directly stated their positions on key issues, which is exactly where the search for compromise begins.
Более детально о результатах переговоров можно узнать по тем шагам, которые могут быть сделаны в отношениях России и США в ближайшие недели. Речь, в частности, идет о возможной двусторонней встрече Трампа и Путина. О ней заговорили после телефонного разговора двух президентов, который состоялся 3 мая. Называлось даже предполагаемое место и время: саммит «большой двадцатки», который пройдет в конце июня в Осаке. Впрочем, как сообщил сегодня Сергей Лавров, никаких официальных предложений из Вашингтона на эту тему пока не поступало, однако в то же время российская сторона позитивно относится к возможности такой встречи. More details about the results of the negotiations can be found in the steps that can be taken in the coming weeks in regards to Russian-American relations. In particular, this includes the possibility of a bilateral meeting between Trump and Putin. Discussions about such a meeting began after a telephone conversation between the two presidents, which took place on May 3. They even named a possible time and place for the meeting as being during the G-20 summit, which is to be held at the end of June in Osaka. However, as Sergei Lavrov mentioned today, Washington has not given any official proposals on this topic. At the same time, the Russian side is optimistic about the possibility of such a meeting.
