The Communist Platform and View of Post-Soviet History

Have you ever wondered how a Communist might write the history of the fall of the Soviet Union? While history is usually written by the victors, as the saying goes, the Communists are still a political force in Russia and have written their own version of the dramatic events of the late eighties and early nineties.

Below is the most recent political platform of The Communist Party of the Russian Federation, presented in both the original Russian and in a new English translation provided by participants of the Home and Abroad Scholarship Program at the SRAS.org.

Within the history provided within the platform, there are some admissions of fault. For instance, the program admits that Communist production had focused on quantity rather than quality, leading to a deficit in quality goods and unhappy Soviet consumers. There is also an admission that stagnation in the party leadership weakened the Communist Party of the Soviet Union by distancing the leaders from the people.

However, these faults are to be found among an undefined group of “leaders” within the party. The only specific finger that is pointed is directed towards “the US and its allies” for “providing inspiration” to those that would bring down the Soviet Union. There is no mention of the possible effects that political oppression and arrests, a single party state, or the GULAG camps might have had on Soviet rule.

Perhaps most interesting is the description of the 1993 Putsch, which reverses the description that most Westerners are used to – placing the putsch leaders as heroes and those acting against them as performing illegal acts against a rightfully elected government.

The program argues that socialism has only had a setback in Russia and that history is still progressing towards the inevitable evolution of society towards Communism. As might be expected, if elected, the Communists promise to nationalize large portions of the Russian economy and to place the worker at the center of their policies. However, there are also elements of the platform that are also likely to sound incompatible with Western memories of Soviet Communism. The Communist Party of the Russian Federation promises to establish democracy, fair elections, and support for small businesses. They also promise freedom of religion and even support for religious organizations.

Political promises should be questioned, no matter what party in what country makes them. However, this political document does show that The Communist Party of the Russian Federation is not quite The Communist Party of the Soviet Union. It is also, in our view, one of the most interesting political documents that we have worked on in our Russian Politics in Translation project and we hope that you will enjoy reading the translation as much as we enjoyed translating it.

This is the road to social regression – it leads to national catastrophe and the death of our civilization.

The Communist Party of the Russian Federation has led an uncompromising battle against the restoration of capitalism, the collapse of the USSR, and the eradication of Soviet power. The CPRF has come forward as the only political organization that consistently stands up for the rights of working people and for our national and state interests. The strategic aim of the party is the construction of a renewed socialism in Russia: 21st century socialism.

1. Современный мир и Россия	1. The Contemporary World and Russia
Российские коммунисты считают, что принципиальный спор между капитализмом и социализмом, под знаком которого прошло XX столетие, не завершен. Несмотря на временные отступления революционного движения, современная эпоха представляет собой переход от капитализма к социализму.	Russian communists contend that the main dispute between capitalism and socialism that took place in the 20th century is not over. Despite the temporary retreat of the revolutionary movement, the modern era itself constitutes a transition from capitalism to socialism.
Капитализм, доминирующий сегодня на большей части земного шара,— это такое общество, где материальное и духовное производство подчинено рыночным законам извлечения максимальной прибыли и накопления капитала. Всё превращается в товар, главной мерой отношений людей служат деньги. Капиталистический способ производства означает безудержную эксплуатацию человека и ресурсов природы без учёта губительных последствий для жизни будущих поколений и их среды обитания.	Capitalism, which today dominates a large part of globe, is a society where material and non-material production are subject to market laws in order to maximize profit and accumulate capital. Everything is reduced to a marketable product, and money serves as the highest measure of relations between people. The capitalist mode of production means the unchecked exploitation of man and natural resources without thought to the destructive consequences for the lives of future generations and their surrounding environment.

Leninist theory affirms that imperialism is the highest and final stage of capitalism. The concentration of capital at the beginning of the 20th century led to the formation and alliance of large-scale monopolies. Bank and industrial capital fused as a result. The intensification of the battle for market redistribution brought forth two world wars that resulted in immense loss of human life and a multitude of local armed conflicts.

In the second half of the 20th century, enriched by over-exploitation of the planet’s natural resources, by financial exploitation, by war, and by new, perfected methods of colonization, a group of developed, capitalist countries, the so-called “Golden Billion,”[2] have entered into the period of the “consumer society.” Here, consumption is transformed from being a natural human function into a “sacred goal.” The social status of the individual depends on zealously pursuing this goal. In fact, this is extreme exploitation and a widening of the market through obtrusive advertisement and other methods of psychological influence and pressure.

After the collapse of the Soviet Union and the restoration of capitalism within the post-Soviet space and in Eastern Europe, the USA and its closest allies are now implementing the policies of imperialistic globalization. An extremely dangerous situation is taking shape. International confrontation between labor and capital has thrust upon the world a “war of civilizations.” A new division of the world is taking place. Economic, political and military spheres of influence are being redistributed. The battle for control over the planet’s natural resources is intensifying. The imperialist circle actively utilizes military-political blocs and resorts to open, armed conflict for the fulfillment of its goals.

The current global structure allows the leading capitalist states to retain a relative balance, weaken labor and other opposition movements, and smooth over social conflicts in other countries.

However, while guaranteeing a high level of consumption for a small group of countries, capitalism simultaneously brings humanity to a new round of conflict, thereby significantly exacerbating all global problems.

Даже самые ярые его сторонники признают, что развитие производства присущими капитализму хищническими методами ведёт к быстрому исчерпанию важнейших природных ресурсов. Углубляется мировой экономический кризис. Капитализм подрывает жизнь людей локальными войнами и постоянной угрозой их перерастания в новую мировую войну, перекройкой государственных границ, техногенными катастрофами, культурным и духовным упадком. Свободный обмен информацией также несовместим с современным рынком.	The further preservation of capitalism as the planet’s dominant system threatens catastrophe. Even its most ardent supporters recognize that the expansion of the unsustainable production methods inherent in capitalism will lead to the swift depletion of vital natural resources. The world economic crisis is intensifying. Capitalism undermines peoples’ lives by redrawing state borders, through man-made catastrophes, cultural and moral decay, through local wars and the constant threat of these wars transforming into a new world war. The free exchange of information is incompatible with the contemporary market.
Капитализм сам создает предпосылки для установления более совершенного общественного строя. Главная материальная основа неизбежного наступления социализма состоит в обобществлении производства. Движущей силой этого процесса был и остаётся человек труда, рабочий класс. Научно-технический прогресс ведёт к коренному качественному и структурному обновлению рабочего класса города и деревни. Инженерно-технические и научные работники, труженики сферы обслуживания в большинстве своем сегодня также являются наёмными работниками. В результате этого складывается передовой отряд, ядро современного рабочего класса. В нём коммунисты видят свою главную социальную опору. К нему они в первую очередь обращаются со своими идеями, содействуют осознанию и реализации трудящимися их интересов в национальном и международном масштабе. В руках этой авангардной силы судьба не только России, но и всей человеческой цивилизации.	Capitalism itself is creating the preconditions for the establishment of a more ideal social order. The main material foundation of socialism’s inevitable advance lies in the socialization of production. The driving force behind this progress has been and continues to be the working man and working class. Scientific and technological progress is leading a fundamental and structural renewal of the working class in the cities and the countryside. Today, engineers, scientists, and service workers constitute the majority of waged labor. As a result, a vanguard is taking shape: the core of the contemporary working class. The Communists see this core as our main social support. We turn to this core with our ideas, promoting awareness and assisting with the implementation of the interests of the working people on a national and an international scale. The fate not only of Russia but of all human civilization lies in the hands of this vanguard force.
Российские коммунисты уверенно смотрят в будущее. Только социализм позволит преодолеть эксплуатацию человека человеком, расточительный характер капиталистического производства и потребления. Происшедшая в СССР и в ряде других стран реставрация капитализма означает временное отступление социализма. Причём проиграл не социализм как общественный строй, а ранняя его форма. Силы социализма зреют и растут. Ускоренно развивается социалистический Китай. Продвигаются по пути строительства социализма другие страны. В ряде государств у власти находятся коммунисты или прогрессивные партии, лидеры которых с симпатией относятся к такому пути. Вслед за Кубой всё увереннее проявляется стремление к социалистическому выбору в странах Латинской Америки. Усиливается национально-освободительная борьба во многих странах мира, лишая капитализм важнейшего резерва и источника продления своего существования. Громко заявляет о себе движение противников империалистической глобализации. Вот почему есть все основания считать, что в XXI веке социализм как учение, массовое движение и общественный строй получит своё второе дыхание.	Russian communists confidently look to the future. Only socialism can overcome the exploitation of man by his fellow man and the wasteful character of capitalist production and consumption. The restoration of capitalism in the USSR and in other countries signifies socialism’s temporary retreat; socialism has not failed as a social order, but its formation has been delayed. The forces behind socialism are growing and maturing. The development of socialist China is accelerating. Other countries are making advances toward building socialism. There are communists and progressive parties in the ranks of state governments, the leaders of which sympathize with this path. The desire for socialism manifesting in Latin America follows Cuba’s lead and its ever-increasing confidence. The battle for national liberation in many countries of the world is gathering momentum, depriving capitalism of a vital reserve and a source of resources for the continuation of its existence. The movement of the opposition to imperialist globalization grows ever louder. These reasons and more are grounds to believe that in the 21st century, socialism as theory, as a mass movement, and as a social order will catch its second wind.
2. Уроки истории и пути спасения Отечества	2. History Lessons, and the Way to the Fatherland’s Salvation
Оценивая закономерности развития человечества, КПРФ исходит из того, что каждый народ и каждая страна должны реализовать их с учётом своих особенностей и исторического опыта.Это в полной мере относится к нашему Отечеству. Россия внесла уникальный вклад в развитие человечества благодаря самоотверженному труду и ратным подвигам её народов, своеобразию общественного сознания, духовному горению её великих писателей, музыкантов и художников, учёных и инженеров, подвижничеству поколений русских патриотов, революционеров. Будущее нашего Отечества можно строить только на этом прочном фундаменте исторической преемственности.	Valuing the natural laws of mankind’s development, the CPRF believes that each nation and each country should follow their own natural laws according to their own historical experience. This fully applies to our Fatherland. Russia has made a unique contribution to the development of mankind thanks to selfless efforts and the military prowess of her peoples, the singularity of her social awareness, the spiritual passion of her great writers, musicians and artists, scholars and engineers, and the self-sacrificing devotion of generations of Russian patriots and revolutionaries. The future of our Fatherland may be built only on the solid foundation of historical continuity.
Сложное переплетение геополитического положения, национальных и экономических обстоятельств сделало российское общество носителем самобытной культурной и нравственной традиции. Основополагающими ее ценностями являются общинность, коллективизм и патриотизм, теснейшая взаимосвязь личности, общества и государства. The complex interlay of geopolitical, national, and economic circumstances has made the Russian community the bearer of a unique cultural and moral tradition with the fundamental values of national unity, collectivism and patriotism, and a closely interconnected relationship between the individual, society, and the state. The people’s desire to implement the ideals of truth, goodness, and justice, the equal rights of all citizens, regardless of national, religious, or other distinctions come out of these fundamental values. These qualities were important prerequisites for the masses accepting liberation and revolutionary ideas.
Российская история полностью подтверждает взгляд на роль революций как локомотивов истории. Без крестьянских войн С.Т. Разина и Е.И. Пугачёва, идей А.Н. Радищева, восстания декабристов, самоотверженных усилий А.И. Герцена и Н.Г. Чернышевского не исчезло бы крепостное право. Без борьбы революционных сил не рухнул бы царизм. Без деятельности В.И. Ленина и возглавляемой им большевистской партии не был бы осуществлён прорыв человечества к принципиально иному общественному строю. Не утвердился бы порождённый историческим творчеством масс новый тип власти — Республика Советов.	Russian history confirms the view that revolutions are the motors of history. Without the peasant revolutions of Stepan Razin or Yemelyan Pugachev, the ideas of Aleksandr Radishchev, the Decembrist uprising, the selfless efforts of Aleksandr Herzen or Nikolai Chernyshevskii, serfdom would not have perished. Without the struggle of revolutionary forces, tsarism would not have collapsed. Without Lenin and his leadership of the Bolshevik party, humanity would not have broken through to the creation of a completely different social system. The historical creativity of the masses would not have brought together a new type of government – The Soviet Republic.
Великая Октябрьская социалистическая революция была для России единственным реальным шансом национального самосохранения в обстановке военного, политического и экономического краха, распада страны и полной недееспособности правящего буржуазно-помещичьего блока. Закономерным проявлением созидательного характера Великого Октября стало образование многонационального Союза ССР.	The Great October Socialist Revolution was Russia’s only real chance for national self-preservation in the face of military, political, and economic ruin, in the face of the country’s disintegration and the total inability of the ruling bourgeoisie to govern. The formation of a multiethnic Soviet Union was the natural outcome of the constructive nature of the Great October Revolution.
Наша страна выступила первопроходцем социалистического строительства. Однако необходимость “доделывать” многие накопившиеся в капиталистической России проблемы и враждебное окружение наложили на этот процесс существенный отпечаток.	Our country stepped forward as the pioneer in building socialism. However, the necessity to “resolve” the many problems built up from capitalist Russia, as well as our encirclement by enemies, left a substantial mark on the process of building socialism.
Была установлена власть трудящегося большинства. Осуществлён переход к плановому ведению народного хозяйства на основе общественной собственности. Советские люди быстро справились с задачами восстановительного периода, добились огромных социальных и культурных завоеваний. Дальнейшее развитие событий показало правильность курса партии на построение социализма в одной, отдельно взятой стране.	We established rule by the laboring majority. We carried out a transition to a command economy based on public ownership. The Soviet people quickly dealt with the tasks of reconstruction and made enormous gains in society and culture. The following course of events proved correct the party’s policy of building socialism in one country.
Однако наша экономика еще продолжала отставать от экономики ведущих капиталистических государств. Трудящиеся СССР осознали исключительную важность идеи И.В. Сталина о необходимости за 10 лет преодолеть тот исторический путь, на который ведущим капиталистическим странам потребовалось не менее столетия. В кратчайшие сроки с использованием методов мобилизационной экономики была проведена индустриализация, которая в капиталистических странах заняла целую эпоху. Ускоренными темпами прошла коллективизация сельского хозяйства. Была ликвидирована массовая неграмотность, осуществлена культурная революция. Всё это позволило вывести общество на качественно новый уровень.	However, our economy continued to lag behind the economies of the leading capitalist states. The working people of the USSR realized the vital importance of Joseph Stalin’s message on the necessity to overtake within ten years the same historical road that the leading capitalist countries traversed in no less than a century. In the shortest period of time possible, through the mobilization of the economy, we industrialized, a feat which had occupied the capitalist countries for an entire epoch. We swiftly collectivizedagriculture. The cultural revolution took place, and we swept away then-massive illiteracy levels. All of this allowed us to raise the quality of life to a new level.
Мирное развитие СССР было прервано вероломным нападением фашистской Германии и ее сателлитов. Агрессия привела к гибели миллионов людей и колоссальным разрушениям. Массовый героизм советских людей в Великой Отечественной войне, успешное восстановление народного хозяйства и дальнейшее развитие страны вновь доказали исторические преимущества выбранного нами социалистического пути развития.	The peaceful development of the USSR was interrupted by a treacherous assault from Fascist Germany and its satellites. Their aggression resulted in colossal destruction and the deaths of millions of people. The great heroism of the Soviet people in the Great Patriotic War, the successful reconstruction of the national economy, and the further development of the country once more showed that history favors our chosen path and the development of socialism.
Складывался единый народнохозяйственный комплекс, основанный на принципиально новом типе разделения труда.	A single national-economic complex took shape, based on a fundamentally new type of labor division.
Гражданам были гарантированы все важнейшие социальные права — на труд, отдых, охрану здоровья, материальное обеспечение в старости, жилище, образование, пользование достижениями культуры. Неуклонно росли благосостояние, продолжительность жизни населения. СССР впервые в мире осуществил полёт человека в космос, обеспечил использование атомной энергии в мирных целях, расцвет науки и культуры. Советский социализм выступал мощнейшим фактором мира и стабильности на международной арене. “Русское чудо” демонстрировало гигантские возможности социалистического строя и вызывало заслуженное уважение всех народов планеты.	Citizens were guaranteed all vital social rights – to work, recreation, healthcare, material security in old age, housing, education, and access to culture. The prosperity and life expectancy of the population steadily grew. The USSR launched the world’s first manned spaceflight and peacefully used atomic energy – a golden age of science and culture. Soviet socialism became a contributor to peace and stability on the international arena. This “Russian miracle” demonstrated the massive capabilities of the socialist system and commanded well-deserved respect from all peoples of the world.
Однако задача создания производительных сил, соответствующих социалистическому способу производства, была решена далеко не полностью. Утвердившаяся в стране мобилизационная экономика обусловила предельно жёсткое огосударствление и централизацию многих сфер общественной жизни. Не был своевременно приведён в соответствие с потребностями производительных сил хозяйственный механизм. Рос бюрократизм, сдерживалась самоорганизация народа, снижались общественная энергия и инициатива трудящихся. Имели место серьёзные отступления от одного из ключевых принципов социализма “От каждого — по способностям, каждому — по его труду”. Достижения научно-технической революции не были в полной мере соединены с преимуществами социализма. Было допущено необоснованное забегание вперёд, что особенно проявилось в принятой в 1961 году третьей Программе КПСС.	However, the task of creating productive forces compatible with the socialist mode of production was far from complete. The country maintained a mobilized economy dependent on a maximally rigid nationalization and centralization of many spheres of social life. The economic mechanism was not brought into compliance with the demands of the productive forces in time. The growth of the bureaucracy, which at first the self-organization of the people held in check, decreased social energy and the workers’ initiative. What occurred was a serious departure from one of the key principles of socialism: “From each according to his ability, to each according to his work.” The achievements of the technological revolution were not fully united with the advantages of socialism. A preemptive charge was enacted and developed in the third Program of the CPSU in 1961.

The main goal that stood before society was to move away from the older, less perfect forms of socialism to a more mature form and ensure the development of a practical socialism built for the individual conditions of the USSR. What lie ahead was not simply legally nominal, but rather a concrete, actual socialization of production, to raise the level of the productive forces and the citizenry’s quality of life from what it had been under capitalism, to move towards self-governing labor collectives, to more effective motivators and incentives for labor, and to create the logical conditions for the harmonious and comprehensive development of the individual.
Советские люди осознавали необходимость назревших перемен. Однако руководство страны медлило с принятием нужных решений и не проявляло должной настойчивости в их реализации. В результате в обществе накапливались трудности, проблемы, неблагоприятные тенденции. Они мешали использованию преимуществ социалистического строя и деформировали его, сдерживали движение вперёд. Это вызывало у многих людей разочарование и неверие.	The Soviet people realized how urgent the need for change was. However, the country’s leadership was slow to adopt resolutions and did not show the proper persistence in their implementation. As a result, hardships, problems and negative trends built up, preventing the advantages of a socialist system from being utilized, and instead deformed this system and stalled advancement. Because of this, many people became disillusioned and lost their faith.
Без учёта этих обстоятельств нельзя правильно понять такие противоречия отечественной истории, как сочетание массового созидательного энтузиазма трудящихся с нарушениями социалистической законности в 30-х и 40-х годах, которые были решительно осуждены нашей партией.	Without considering these conditions it is impossible to understand correctly such contradictions in our history as the popular creative enthusiasm of the working people side by side with the violations of socialist legality in the 30s and 40s, which were absolutely condemned by our party.
Коммунистическая партия стремилась быть авангардом рабочего класса и всего советского народа, включала в себя наиболее активных и подготовленных граждан, обладала преданными делу социализма кадрами, имела высокий авторитет в мировом революционном движении. Однако в деятельности КПСС к началу 90-х годов накопились серьезные негативные явления. Кризис, поразивший советское общество, в значительной мере обусловливался кризисом в самой партии. КПСС оказалась в затяжном теоретическом застое.	The Communist Party strove to be the vanguard of the working class and all the Soviet people, drawing into its ranks the most active and able citizens. The party also enjoyed cadres devoted to the work of socialism, and at the same time we held high authority in the worldwide revolutionary movement. However, in the beginning of the 90s the activity of the CPSU suffered a series of drawbacks. The crisis which struck Soviet society brought yet another significant crisis into the party itself. The CPSU found itself at a theoretical standstill.

Many alien elements, unscrupulous careerists, and opportunists latched on to the ruling party, as Lenin had previously warned. These carriers of petit-bourgeois values had always posed an especial danger to socialism.

Политически зрелая ее часть не смогла оказать должного влияния на деятельность руководящих структур и предотвратить растущее проникновение в партию классово-враждебных ей лиц. Недооценка опасности происходивших процессов, монополия на власть и на идеологию, перерождение части партийных лидеров ввергли КПСС в состояние “зазнавшейся партии”. Всё глубже становился отрыв её руководителей от миллионов коммунистов, от трудящихся.	The pursuit of quantity over quality and the lack of a mechanism for change and rejuvenation of the ruling cadres weakened the CPSU. The more politically mature could not exert the proper influence on the course of the ruling structure, and were thereby unable to prevent class enemies from increasingly infiltrating the party. Underestimation of the danger of these ongoing processes, the monopoly on power and ideology, and the degeneration of part of the party leadership flung the CPSU into the state known as the “conceited party.” The leaders’ alienation from millions of communists, from the working people, deepened all the more.
Тем не менее, борьба за ленинский курс, за подлинный социализм не прекращалась никогда. СССР двигался вперёд, росли его могущество и международный авторитет. В партии крепло стремление коммунистов-ленинцев решить наконец назревшие проблемы, преодолеть накопившиеся в обществе негативные тенденции и выйти на новые рубежи. Однако это стремление было обманным путем использовано предателями социализма.	Nevertheless, the battle for the course of Leninism, for true socialism, never ceased. The USSR moved onward, and her power and international authority continued to grow. The desire by the party’s Leninists to finally resolve these brewing problems, to overcome the negative social trends building up and move on to new shores grew stronger. However, this desire was usurped by betrayers of socialism.
Во второй половине 80-х годов они на словах лицемерно провозгласили лозунг “Больше демократии, больше социализма!” На деле же развернулась работа по его уничтожению. Всячески подрывалась роль общественной собственности — основы социалистического строя. Извращалась роль трудовых коллективов и кооперации. Не были приняты должные меры по пресечению “теневой экономики”. Ослабление роли государства, отступление от планового начала привели к дезорганизации народного хозяйства и потребительского рынка. Искусственно созданный “дефицит” товаров вызывал протесты населения. Средства массовой информации были сознательно переданы в руки носителей буржуазных взглядов. Используя методы психологической войны, они обрушили на массовое сознание поток очернительства советской и российской истории, были развязаны руки “теневому капиталу”, националистам, антинародным силам, которые выступили против Советской власти и единого Союзного государства.	In the second half of the 80s, they hypocritically proclaimed, “More democracy, more socialism!” Indeed, they actually set the course for socialism’s destruction. In every way possible they undermined social prosperity – the foundation of the socialist system. They perverted the role of the workers’ collective and cooperation between them. They did not take the proper measures to curtail the “shadow economy.” The weakening role of the state and the retreat from a command economy led to chaos in the national economy and the consumer market, artificially creating “deficits” of goods which led to protests by the population. They knowingly passed the media into the hands of those with bourgeois views. Waging psychological warfare, they soiled Soviet and Russian history and dispensed their propaganda on our collective conscious. They unbound the hands of the “shadow capital,” of nationalists and enemies of the people. These hands then acted against soviet power and the unified state of the USSR.
Политическая верхушка пошла на то, чтобы использовать своё положение для захвата общенародной собственности. Когда её действия натолкнулись на сопротивление истинных партийцев, требовавших сохранения социалистического строя и Союза ССР, перерожденцы в августе—декабре 1991 года осуществили контрреволюционный переворот и запретили деятельность партии коммунистов.	The political top leadership used their position to seize public property. When their actions were met with resistance by the true party members who were demanding the preservation of the socialist structure and the Soviet Union, the apostates carried out a counterrevolutionary coup and banned the Communist Party.
Очередным шагом в насаждении капитализма и разрушении страны стал беловежский сговор пришедших к власти откровенных предателей нашего Отечества. Они грубо попрали священную волю народа, его желание жить в едином многонациональном государстве, ясно выраженное на Всесоюзном референдуме 17 марта 1991 года.	The next step in sowing capitalism and the destruction of the country was the Belavezha Conspiracy, [3I] which brought undisguised traitors of our Fatherland to power. They grossly violated the sacred will of the people which was explicitly stated in the All-Union referendum of March 17, 1991: to live in a united, multinational state.
Позорным венцом этих преступных деяний стал кровавый октябрь 1993 года — расстрел из танковых орудий Дома Советов в Москве, разгон Съезда народных депутатов. Эти события послужили прологом к созданию буржуазного государства и установлению режима национальной измены.	The bloody October of 1993 became the shameful crown of these criminal acts. Tanks fired on the House of Soviets in Moscow and scattered the Congress of People’s Deputies. These events served as the prologue to the creation of a bourgeois state and the establishment of a regime by national treason.
Вдохновителем антисоветских сил в нашей стране были США и их союзники, западные спецслужбы. Под их покровительством в стране была создана “пятая колонна”. При её ведущем участии произошло завершение контрреволюционного переворота, что привело к закреплению и обеспечению временной устойчивости навязанного народам России капитализма. Разрушительный курс нынешней власти, её губительная политика становятся всё очевиднее для миллионов людей.	The USA, its allies, and Western intelligence networks provided the inspiration for the anti-Soviet forces in our country. Under their protection they formed a “fifth column,” imposing capitalism upon the Russian people by leading a counterrevolutionary coup and then providing and promising temporary stability afterwards. Just how destructive the current government’s course and how disastrous its policies are is becoming all the more clear to millions of people.
Реставрация капитализма неизбежно породила эксплуатацию человека человеком, привела к глубокому расколу общества. На одном полюсе оказался так называемый класс стратегических собственников, основу которого изначально составил банковско-спекулятивный и экспортно-сырьевой капитал. Экономически он тесно связан с Западом и носит ярко выраженный компрадорский характер. Национальный капитал хотя и ориентируется на развитие отечественной экономики, но своей классовой сущности не теряет. В стране растёт число долларовых миллионеров и миллиардеров. На другом полюсе находится огромная масса обнищавших людей, задавленных угрозой безработицы и неуверенностью в завтрашнем дне. В Россию вернулось антагонистическое противоречие между наёмным трудом и капиталом.	The restoration of capitalism inevitably begot the exploitation of man by his fellow man, and led to a deep split in society. On one end was the so-called class of strategic proprietors, who arose out of speculative banking and raw material exports. This class is tightly linked economically with the West and has an explicitly comprador-like character.[4] Although national capital is oriented towards developing the domestic economy, none of its class-based nature is lost. The number of dollar millionaires and billionaires in the country is increasing. At the other end is the huge mass of impoverished people, who are oppressed by the threat of unemployment and uncertainty about the future. The antagonism between labor and capital has returned to Russia.
Государственная машина, поддерживающая такой порядок, в полной мере выражает интересы и волю крупной буржуазии, её верхушки в лице олигархии.	The state machine, supporting such an order, fully expresses the interests and will of the bourgeoisie, whose hupper crust make up the oligarchs.
Страна охвачена системным кризисом. Реставрация капитализма повлекла за собой резкое падение объёмов промышленного и сельскохозяйственного производства, деградацию науки, образования и культуры. Несмотря на поток нефтедолларов, до сих пор нет существенного продвижения ни в одной отрасли экономики. Сокращается численность населения. Граждане отчуждены от участия в управлении делами общества. Попираются нормы даже буржуазной демократии. Выборы в органы власти всё больше превращаются в фарс.	The country is wracked by a systemic crisis. The restoration of capitalism has resulted in a sharp drop in both industrial and agricultural capacity and the degradation of science, education and culture. Despite the flow of petrodollars, there has been no significant advancement in any branch of the economy. The population is on the decline. Citizens are excluded from participation in managing society. The ruling regime is even trampling on the norms of bourgeois democracy. Elections for government office are evermore becoming a farce.
Углубляется пропасть между богатыми и бедными, между новоявленными толстосумами и большинством народа. Трудящиеся лишились большей части своих социально-экономических и гражданских прав. Пролетаризация большинства соотечественников происходит одновременно с их социальным расслоением. Продолжается абсолютное обнищание значительной части трудящихся, ветеранов и пенсионеров. Миллионы детей занимаются бродяжничеством и не посещают школу. Обостряются противоречия между регионами, между городом и деревней.	The gulf between the rich and the poor, between the newly-created fat cats and the majority of the population, is deepening. The working people have been deprived of most of their socio-economic and civil rights. The proletarization of the majority of our fellow countrymen is happening simultaneously with their social stratification. The absolute destitution of a significant portion of the working population, veterans, and pensioners continues. Millions of children have become homeless, and do not attend school. The conflict between regions, between the city and countryside, is intensifying.
Не затухают пожары межнациональных конфликтов. Крайнюю остроту в годы реставрации капитализма приобрёл русский вопрос. Сегодня русские стали самым крупным разделённым народом на планете. Идёт откровенный геноцид великой нации. Численность русских уменьшается. Уничтожаются исторически сложившиеся культура и язык. Задачи решения русского вопроса и борьбы за социализм по своей сути совпадают.	The fires of international conflict have not been extinguished. The Russian question has acquired extreme urgency during the years of capitalism’s restoration. The Russian diaspora has become the largest on the planet today. The unconcealed genocide of a great nation is taking place. The number of Russians is diminishing. A historically complex culture and language is being wiped out. The tasks to resolve the Russian question and the struggle for socialism are one and the same.
Утрачены позиции страны на международной арене. Упала боеспособность Вооруженных Сил. НАТО бесцеремонно продвигается к нашим границам. Российская Федерация превращается в объект очередного передела мира, в сырьевой придаток империалистических государств.	The country has lost its standing in the international arena. The battle-readiness of our armed forces has dropped. NATO unceremoniously advances toward our borders. The Russian Federation is being placed on the global carving block, turned into a raw-material appendage for the imperialist states.
КПРФ убеждена: спасение Отечества — только в возрождении советского строя и следовании по пути социализма. История вновь поставила народы нашей Родины перед тем же выбором, что и в 1917, и в 1941 годах: либо великая держава и социализм, либо дальнейшее разрушение страны и превращение её в колонию. Речь идёт не о том, чтобы вернуться назад, а о том, чтобы двигаться вперед, к обновленному социализму, очищенному от ошибок и заблуждений прошлого, в полной мере отвечающему реалиям сегодняшнего дня.	The CPRF is convinced: the only salvation for the Fatherland lies in the revival of the Soviet system and in following the path of socialism. History has again presented a choice to the peoples of our Motherland as it did in 1917 and 1941: the choice between being a great socialist power, or the further destruction of our country and her transformation into a colony. The question is not about going back, but about moving forward, towards a renewed socialism, cleansed of previous defects and errors, in full measure responding to the realities of today’s world.
По мере углубления системного кризиса в народе зреет возмущение и сопротивление правящему режиму. Чувство унижения угнетённых и обездоленных сливается с болью патриотов за поруганную честь державы. На этой основе ширится народно-патриотическое движение за независимость страны.	With the deepening systemic crisis, the people’s indignation towards and resistance to the ruling regime is brewing. The feeling of humiliation experienced by the oppressed and destitute fuses with the pain of patriots for the desecrated honor of their state. On this basis, a popular patriotic movement calling for national independence is spreading.
В нынешних условиях КПРФ видит свою задачу в том, чтобы соединить социально-классовое и национально-освободительное движения в единый народный фронт. Придать ему целенаправленный характер. Партия борется за единство, целостность и независимость Отечества, за воссоздание братского Союза советских народов, благополучие и безопасность, нравственное и физическое здоровье граждан.	Under present circumstances, the CPRF sees its task to unite the social class and national liberation movements into a united people’s front and give it a constructive focus. The Party fights for unity, integrity and independence, for the recreation of a brotherly Union of Soviet peoples, for prosperity and security, and for the moral and physical health of its citizens.
Со своими идеями российские коммунисты прежде всего обращаются к современному рабочему классу. Говоря шире — к трудящимся классам и слоям России. К тем, кто собственным трудом создаёт материальные и духовные ценности, оказывает населению жизненно значимые услуги. В этих людях коммунисты видят свою главную социальную базу.	Russian communists first and foremost turn to the working class with our ideas. Broadly speaking, we turn to Russia’s laboring classes and strata, whose labor produces material and intellectual goods or renders to the population vitally important services. We Communists see in these people our main social base.
Исторический опыт свидетельствует, что в годину лихолетья успех сопутствовал нашему Отечеству лишь тогда, когда трудящиеся, весь народ правильно осознавали свои коренные интересы и решительно поднимались на их защиту. Долг коммунистов — всячески содействовать этому процессу и возглавлять его.	History testifies that in dark times, success accompanies our Fatherland only when the laboring class and all people correctly realize their core interests and resolutely defend them. The duty of communists is to facilitate and captain this process by any and all methods possible.
КПРФ выступает за мирный переход к социализму. Вместе с тем, как сказано во Всеобщей декларации прав человека, принятой Генеральной Ассамблеей ООН, власть обязана заботиться о нуждах народа, чтобы он “не был вынужден прибегать, в качестве последнего средства, к восстанию против тирании и угнетения”. Сложившийся в стране режим, проводя антинародную политику, сам роет себе могилу.	The CPRF stands for a peaceful transition to socialism. However, as stated in the Universal Declaration of Human Rights, accepted by the General Assembly of the UN, the state must take care of the needs of its people so that they “are not compelled to have recourse, as a last resort, to rebellion against tyranny and oppression.” The regime that has formed in this country is conducting policies against its own people, and thereby it is digging its own grave.
Добиваясь активизации социально-классовой и национально-освободительной борьбы, КПРФ учитывает, что у неё есть реальные и потенциальные политические союзники. Это — партии и общественные объединения левого, социалистического спектра, прогрессивные патриотические движения. Это — профсоюзы, рабочие, крестьянские, женские, ветеранские, молодёжные, религиозные, просветительские, творческие, экологические, антиглобалистские и иные общественные организации. Все те, кто проявляет заботу о трудовом народе, борется против закабаления России, кто не опорочил себя соглашательством с разрушительным курсом правящего режима. Коммунисты уважают их право на собственные взгляды и не навязывают своих. Но в диалоге и взаимодействии с ними не считают нужным скрывать своего твердого убеждения, что защита национально-государственных интересов России органически сливается сегодня с борьбой за социализм и советские формы народовластия. Мы уверены, что жизнь подтвердит нашу правоту.	In seeking to strengthen the fight for social class and national liberation, the CPRF acknowledges that it has real and potential political allies. These allies are the parties and social organizations of the socialist left, as well as progressive, patriotic movements. They are trade unions, labor and farm organizations, veteran’s associations, women’s, youth, religious, educational, artistic, ecological, anti-globalist and still other social organizations, all who express concern for the fate of the working class, who struggle against Russia’s enslavement, and do not disgrace themselves with the destructive course of the ruling regime. Communists respect their right to their own views and do not force ours on others. However, in dialogue and discourse with others we do not consider it necessary to hide our strong conviction that the protection of Russia’s national and state interests fuses organically with the struggle for socialism and a Soviet form of rule by the people. We are certain that life will prove us right.
3. Три этапа развития страны	3. Three Stages of National Development
Партия видит три этапа мирного достижения своих стратегических целей.	The Party sees three stages for the peaceful attainment of its strategic aims.
Первый этап. На этом этапе решается задача установления демократической власти трудящихся, широких народно-патриотических сил во главе с КПРФ. Для ее достижения коммунисты организуют народные массы в борьбе за их социально-экономические, политические интересы, возглавляют выступления людей труда, ветеранов и молодежи в защиту своих законных прав.	First stage. In this stage, a democratic authority is formed from the working people, a broad popular patriotic force with the CPRF at its head. To attain this goal, we organize the masses in the struggle for their socio-economic and political interests, lead demonstrations by the working people, veterans, and youth in defense of their legal interests.
Партия добивается создания условий для честных выборов всех органов власти и формирования правительства народного доверия.	The party seeks to create the conditions for fair and honest elections for all political offices and to form a government built upon the people’s trust.
Овладение рычагами власти позволит устранить катастрофические последствия “реформ”, восстановить основные политические и социально-экономические права граждан, вернуть народу и взять под контроль государства собственность на противоправно присвоенные основные средства производства. Национализация создаст прочную экономическую основу дальнейших преобразований. Будет пресечено ограбление мелких товаропроизводителей крупным капиталом, чиновниками и мафиозными группами.	Standing at the levers of power, we will be able to eliminate the catastrophic aftermath of “reform,” reestablish the fundamental political and socio-economic rights of the citizenry, take back and return to the people the state property and basic means of production which were unlawfully appropriated from them. Nationalization will create a solid economic foundation for further transformation of the system. We will put an end to the robbery of small producers by big business, bureaucrats, and organized crime.
Представительные органы власти и правительство обеспечат условия безопасности и независимости страны, создадут гарантии от попыток творцов “нового мирового порядка” прибрать к своим рукам природные богатства и производственную базу России, станут всемерно содействовать экономической и политической ре-интеграции республик преступно расчленённого Советского Союза.	The government’s representative bodies will secure the conditions for the safety and independence of the country, protect against attempts by the creators of the “new world order” to seize Russia’s natural resource wealth and industrial base, and will promote in every way possible the economic and political reintegration of the republics of the criminally dismembered Soviet Union.
КПРФ будет активно возрождать и развивать непосредственное народовластие: местные Советы народных депутатов, советы трудовых коллективов, комитеты самоуправления, самоорганизации и самозащиты, поддерживать введение контроля трудящихся за исполнительной и представительной властью. На референдум будет вынесен вопрос о восстановлении в полном объёме советской системы государственной власти.	The CPRF will actively restore and develop direct rule by the people through local Soviets of people’s deputies, Soviets of labor collectives, and committees for self-administration, self-organization and self-defense. The CPRF will also support the introduction of the working class into the executive and representative branches of power. Furthermore, we will deliver a referendum on the question of the full restoration of the Soviet system of government.
Второй этап. После достижения политической и экономической стабильности КПРФ примет необходимые меры, чтобы максимально обеспечить всё более широкое участие трудящихся в управлении государством. Это необходимо сделать через Советы, профсоюзы, рабочее самоуправление и другие рождённые жизнью органы прямого народовластия.	Second stage. After achieving political and economic stability, the CPRF will take the necessary measures to guarantee the broad involvement of the working people in the state administration. It is absolutely necessary that we do this through the Soviets, the trade unions, workers’ self-administrative bodies, and other institutions born through direct rule by the people.
В экономике отчетливо проявится ведущая роль социалистических форм хозяйствования, которые наиболее эффективны в деле обеспечения благосостояния народа. На этом этапе ещё сохранится обусловленная уровнем производительных сил экономическая многоукладность. Взяв в свои руки природные богатства и стратегические отрасли производства, государство наладит планирование основных показателей развития народного хозяйства, сформирует полноценный бюджет и станет важнейшим заказчиком продукции для отечественных производителей. Народная власть с помощью плановых и рыночных механизмов будет активно регулировать развитие экономики и социальной сферы. Сельскохозяйственное производство получит государственную поддержку. Будут ликвидированы пресловутые “ножницы цен” на сельскохозяйственную и промышленную продукцию, ограбление села и его тружеников. Основу возрождения села партия видит в крупных предприятиях, соединяющих производство, переработку и сбыт сельскохозяйственной продукции. Станет последовательно расти уровень жизни трудового народа.	Socialist forms of economy will take the leading role. These forms will be the most effective in the guarantee of the people’s welfare. At this stage, the productive forces of a mixed economy will be preserved. By taking the country’s natural resource wealth and strategic industries into its own hands, the state will control the national economy’s economic indicators through planning, form a comprehensive budget, and become the primary customer of domestic industries. The people’s government will actively regulate the development of the economic and social spheres with the help of planning and market mechanisms. Agricultural production will receive state support. We will eradicate the notorious “price scissors”[5] on agricultural and industrial products, which robs the village and its workers. The basis for reviving the village, the party believes, lies in large enterprises, uniting the production, processing, and sale of agricultural products. As a result, the living standards of the working people will gradually increase.
Третий этап. Его содержанием будет энергичная работа по окончательному формированию социалистических общественных отношений, обеспечению устойчивого развития социалистического строя на собственной основе. Станут доминировать общественные формы собственности на основные средства производства. По мере возрастания уровня реального обобществления труда и производства постепенно утвердится их решающая роль в экономике. Более ярко проявится значение науки как непосредственной производительной силы общества. На основе достижений научно-технической революции будет проведена реконструкция народного хозяйства. Более полно и широко станут удовлетворяться потребности людей. Власть обеспечит ускоренное развитие образования и культуры.	Third stage. Energetically working towards the final formation of common socialist relations and the securing of stable growth in the socialist system on the basis of property will define this stage. Social forms of ownership of the means of production will become dominant. Through their increasing practical socialization, labor and production will play an evermore decisive role in the economy. The importance of science as a directly productive force in society will become clearer. We will reconstruct the national economy on the basis of scientific and technological achievement. We will more fully and broadly satisfy the needs of the people than the current ruling regime. We will ensure the accelerated development of education and culture.
КПРФ рассматривает социализм как свободное от эксплуатации человека человеком общество, базирующееся на общественной собственности и распределяющее жизненные блага по количеству, качеству и результатам труда. Это общество высокой производительности труда и эффективности производства, достигаемых на основе научного планирования и управления, применения наукоёмких и ресурсосберегающих технологий. Это общество подлинного народовластия и развитой духовной культуры, стимулирующее творческую активность личности и самоуправление трудящихся. Человек станет главной целью и фактором общественного развития.	The CPRF sees socialism as a society free from man’s exploitation by his fellow man, and as a society based on public ownership and the equal distribution of essential goods on the basis of quantity, quality, and the results of labor. This is a society with high productivity and efficiency, which we will achieve through scientific planning and administration, through the application of resource-efficient and scientifically intensive. This is a society of genuine rule by the people and a developed moral culture. It is a society that stimulates a creative and self-governing working class. Mankind becomes the main goal and instrument of social development.
По мере развития социализма закладываются и вызревают необходимые предпосылки для становления коммунизма — исторического будущего человечества. Он будет характеризоваться несоизмеримо более высоким, чем при социализме, уровнем общественных отношений, представлять собой бесклассовую ассоциацию, где свободное развитие каждого является условием свободного развития всех.	The development of socialism will lay the groundwork and create the necessary preconditions for the formation of communism: the historically determined future of humanity. The future will be characterized by social relations incommensurably greater than even under socialism, as a classless society forms, where the free development of each person serves the free development of all.
4. Программа-минимум	4. The Minimum Program
Программа-минимум предусматривает первоочередные меры по реализации стратегических целей партии. Эта программа вызрела в самых широких слоях трудящихся. Была поддержана ими на Народном референдуме, в ходе многочисленных протестных акций, манифестаций и собраний.	The minimum program provides for the top-priority measures which must be taken for the realization of the Party’s goals. This program has matured in the broadest layers of working people who have supported it through the national referendum, and in numerous protests, demonstrations, and gatherings.
Поэтому в современных условиях КПРФ считает необходимым:	Therefore, in today’s world, the CPRF considers the following steps necessary:
установить власть трудящихся, народно-патриотических сил;	Establish a government of the working class and nationally patriotic forces;
остановить вымирание страны, восстановить льготы для многодетных семей, воссоздать сеть общедоступных детских садов, обеспечить жильём молодые семьи;	Stop the country’s depopulation; Reestablish benefits for large families; Revive the network of public kindergartens, and guarantee housing for young families;
национализировать природные богатства России и стратегические отрасли экономики, доходы этих отраслей использовать в интересах всех граждан;	Nationalize Russia’s natural resources and the strategic economic branches, directing the income from these branches towards the interests of all citizens;
вернуть в Россию из зарубежных банков государственные финансовые резервы, использовать их на экономическое и социальное развитие;	Move our state financial reserves from foreign banks back to Russia, and use them for economic and social development;
сломать систему тотальных фальсификаций при проведении выборов;	Do away with the current, completely fraudulent election system;
создать реально независимую судебную систему;	Create a truly independent judicial system;
осуществить срочную программу мер по борьбе с бедностью, ввести государственный контроль над ценами на товары первой необходимости;	Enact urgent measures in the struggle against poverty, instituting government price controls as a top priority;
пересмотреть законы, ухудшающие материальное положение граждан и позволяющие растаскивать природные ресурсы страны, прежде всего — закон о “монетизации” льгот, Трудовой, Жилищный, Земельный, Лесной и Водный кодексы. Не допустить повышения пенсионного возраста;	Revise laws that harm the financial position of the citizens, and that allow for the theft of the country’s natural resources; This includes the law concerning the “monetization” of benefits, and the Labor, Housing, Land, Forest, and Water Codes; Do not allow the retirement age to be raised

Возникшая по инициативе коммунистов, первичных организаций КП РСФСР и КПСС, Коммунистическая партия Российской Федерации, продолжая дело КПСС и КП РСФСР, является их правопреемницей на территории Российской Федерации. [3] The Belavezha Accords was a meeting between the leaders of several Soviet Republics in which they recognized each other’s independence. “Belavezha Conspiracy” is a rhetorical play on the name.

[4] Comprador refers to native contract suppliers who worked for foreign companies in East Asia or the native managers of firms in East Asia. In Marxist ideology, the term became used with the connotation of “turncoat” or “sellout.”

[5] A term referring to the extreme disproportion in prices between agricultural and industrial products, leading to decrease in demand for one product and decrease in supply for the other. This can be especially hard for villages where low agricultural prices can often mean that farmers cannot afford consumer goods.
