In March of 2019, Volodymyr Zelensky did what many thought would be impossible. In the presidential election that month, it looked like Ukraine would see another shuffle of the names that had long dominated Ukrainian politics. However, Zelensky, whose only political experience was literally playing a president of Ukraine on TV, became president of Ukraine. He built up such powerful political momentum in the months leading up to election that he managed to move from being a “joke” candidate to obliterating his opponent by nearly 50 percentage points in the second round of voting.
Now, he is riding that momentum into parliamentary elections. A brand new party that he is still in the process of forming is promising to bring not only new ideas but also entirely new faces into the Rada. His party is comfortably sitting in first place in the polls and will, if it doesn’t win an outright majority, likely be able to easily form a coalition that will dominate the next several years of Ukrainian politics.
How did he accomplish this? What rhetoric did he use? What has he promised those people who voted for him? While much has been written about the negative reasons why people voted for Zelensky, namely his position as an outsider and his ability to harness voter disaffection with the status quo, most major English-languages sources have offered little insight to his specific campaign promises. While disaffection may have been an initial cause for his popularity, it is hard to imagine nearly 75% of voters casting their vote for someone that they do not believe can enact specific, positive change.
