Ukraine's Party of Regions: Part 1

Ukraine’s Party of Regions is criticized as pro-Russian and even as supportive of Russian nationalists in Ukraine. It is often criticized as a political vehicle for President Victor Yanukovych and Yanukovych himself is criticized for consolidating dictatorial power around himself and for emulating Russia’s President Vladimir Putin.

However, it is also true that Ukraine’s relations with Russia have always been complicated, even during periods when Yanukovych has been in power. Most recently, Yanukovych has rebuffed efforts to draw Ukraine into formal alliances with Russia and Russia has severely tightened its customs regime with Ukraine over a possible EU-Ukraine trade agreement. Supporters of the Party of Regions argue that the party’s policies are not specifically pro-Russian, but rather represent the genuine democratic concerns of Ukraine’s large Russian minority and are even safeguarding other minorities from Ukrainian nationalism.

The following article will attempt to present the history of the party and Yanukovych, its most prominent personality, in an objective fashion. It is followed by the party platform of the Party of Regions as originally published in 2009, shortly before Yanukovych retook the presidency in 2010. This is the first time a platform for the party has appeared in the public domain in English. The translation has been provided by SRAS.org and its Home and Abroad Scholars.

Early History

Following Ukraine’s declaration of independence from the Soviet Union in 1990 and the subsequent years of economic recession, the Party of Regional Revival of Ukraine, the predecessor to the Party of Regions, was founded just months prior to the Ukrainian Parliamentary elections of 1998. The party won just .9% of the national vote that year, with most of the votes coming from the eastern region of Donetsk, where the party’s first leader, Volodymyr Rybak, was mayor of the region’s capital city.

Viktor Yanukovych is a native of the Donetsk region. He holds a degree in mechanical engineering from the Donetsk Polytechnic Institute and formerly worked as an engineer at a metallurgy plant and then an automotive plant. Over the course of 20 years, he rose to the positions of Chief Manager and Director of a number of formerly state-owned transportation companies.

In 1980, Yanukovych joined the Communist Party of the Soviet Union. Approximately one year later, he was made a soviet deputy for Yenakiieve, a city near the village where he was born. As the Soviet Union collapsed, Yanukovych left the Communist Party and officially became an independent. However, he retained his political capital and the support of many of Donetsk’s communist voters. This helped form the base of his popular support.

In the economic chaos that followed the USSR’s collapse, Donetsk, as a major coal and metals producer, emerged as an economic power in Ukraine. Viktor Yanukovych was given much credit for this by the authorities. Under his leadership, coal mines received government subsidies, which led to greater extraction of coal. At the same time, the costs of metals fell in Ukraine, resulting in drastically increased exports of Donetsk-produced steel.

In 1997, Yanukovych was appointed governor of the Donestk Region by then-Ukrainian President Leonid Kuchma. Yanukovych created a number of programs, including tax credits for the heavy industries in the region. The authorities credited these programs when the Donetsk Region led Ukraine in GDP growth.

When Kuchma ran for reelection in 1999, he secured the support of both Yanukovych and the Party of Regional Revival. Kuchma won reelection despite the numerous corruption scandals surrounding his administration.

In November of 2000, Viktor Yanukovych became a founding member of the Party of Regions. At the third extraordinary congress of the still-small Party of Regional Revival of Ukraine, a merger was announced between the party and four other minority Ukrainian political parties, including For Beautiful Ukraine, the All-Ukrainian Party of Pensioners, the Party of Labor, and the Party of Solidarity of Ukraine. The resulting party was originally called “Party of Regional Revival ‘Labour Solidarity of Ukraine,'” to reflect the major parties that had merged. However, this was quickly shortened in 2001 to simply “Party of Regions” and shortly thereafter two more parties, Labour Ukraine and The Agrarian Party of Ukraine also merged into The Party of Regions.

This growth, as well as the attraction of independent politicians with popular regional followings – like Yanukovych – gave the party an increasing base of electoral support. It also caused the platform of the party to shift decidedly to the left – calling for increased social spending and other populist measures. The party also shifted to a “regionalist” ideology – arguing that each region should be given greater autonomy and according the special economic and cultural conditions of each. Some in the party even call for the Ukrainian constitution to be changed – creating a Ukrainian federation rather than a unitary Ukrainian state – which they say would allow greater autonomy to Ukrainian’s very different component subjects.

Yanukovych was nominated to be Ukraine’s Prime Minister by President Kuchma in late 2002 and was confirmed by a narrow margin shortly thereafter. During Yanukovych’s premiership, growth that started in 2000, after a full decade of recession in the 1990s, continued at a record pace of about 14 percent collective for the three-year term he served. Foreign direct investments increased by billions of dollars. His other endeavors included continued privatization, pension, tax reform, and paying off back pay owed to state employees. However, most wages and pensions remained very low. In 2004, the average pension in Ukraine was just $34 a month.

Yanukovych was elected to lead the Party of Regions in 2003 and began to prepare for a presidential run in 2004. The new party platform promoted a foreign policy that gave Russia a “special place” and promised to make Russian a second official language of Ukraine (together with Ukrainian). This helped solidify electoral support in eastern Ukraine where Yanukovych was most popular and where many ethnically Russian voters reside. The platform also promised increased social spending, a move that help capture many votes from Communist party supporters.

In the first round of voting, no candidates reached the necessary 50% to be elected outright. The opposition candidate, Viktor Yushchenko, of Our Ukraine, a liberal, pro-Western party, led second place candidate, Viktor Yanukovych, by just .64%. However, Yushchenko gained the support of third-place Socialist Party finisher, Oleksandr Moroz, who had earned nearly six percent of the vote. Yushchenko, by nearly all projections, was to win the presidency. However, after the vote on November 21, 2004, Viktor Yanukovych was announced the winner with 49.46% of the votes to Yushchenko’s 46.61%.

The results drew criticism from Yushchenko’s bloc, as well as from the United States and European Union, who all refused to recognize the results of the election, citing alleged falsification and ballot stuffing. Protests sprung up across Ukraine the day after the election in what was eventually termed the “Orange Revolution,” named for the color worn by Yushchenko’s supporters. While impressive numbers were reported, including up to 500,000 attending a rally in Kiev, no more than 2-4% of the country’s 47-million-strong population were actually actively involved in The Orange Revolution protests.

Under pressure, then-President Kuchma, with the support of the Supreme Court, called for fresh elections on December 26. This decision was supported by Russian President Vladimir Putin, which helped make the move appear more legitimate to those who had voted for Yanukovych and who generally trusted Russia more than the US or EU who were seen as the main international forces protesting Yanukovych’s declared victory.

In the new elections, Viktor Yushchenko won 52% of the vote to Yanukovych’s 44%. Yanukovych and the Party of Regions attempted to fight the new results in court and through Ukraine’s Central Elections Commission. All complaints were eventually dismissed and Yushchenko officially declared the winner.

After the Orange Revolution, the Party of Regions focused on work in the parliament and became the main parliamentary opposition to Yushchenko’s Our Ukraine and the bloc controlled by Yushchenko’s ally, Yulia Tymoshenko. The party also continued to strengthen ties with Russia and, in 2005, signed a collaboration agreement with Vladimir Putin’s party, United Russia, commenting that United Russia had ample experience in working with a regional, federalist government, and that this might be useful in directing Ukraine’s future path.

Despite the massive corruption scandal and Orange Revolution, which had happened just 15 months prior, the Party of Regions came in first in the 2006 parliamentary election, receiving 32.14% of the votes and 186 seats in the parliament. Thus, the party became the largest parliamentary group in what were termed internationally as free and fair elections. Yulia Tymoshenko’s bloc came in second and President Yushchenko’s bloc unexpectedly came in third.

Part of this can be attributed to Ukraine’s slowing economic growth, which had been jarred by the perceived political instability (although growth did continue). Some can also be attributed to the fact that much of Yushchenko’s support came from his endorsement by the more popular Tymoshenko. After gaining power, the two began accusing each other of corruption and negligence. The result was legislative deadlock and further damage to Ukraine’s investment climate. Still more can be explained from the fact that the Party of Regions did have considerable, genuine public support before the elections that these supporters were not swayed by corruption accusations leveled at the party during the Orange Revolution.

This victory for the Party of Regions, however, only extended the legislative crisis. The party obstructed much of the legislation proposed by Tymoshenko’s bloc. The crisis briefly ended when the communist and socialist parties joined with the Party of Regions to remove Tymoshenko from power and nominate Yanukovych as Prime Minister. However, in less than a year, the Tymoshenko and Yushchenko blocs again came together to remove Yanukovych and reinstate Tymoshenko.

During the following years, the Party of Regions continued to garner support across the country and grow in power, creating a larger political bloc with cooperation of other left-leaning parties. Shifting coalition proposals were also made between Tymoshenko’s party, Fatherland, and the Party of Regions. However, the 2008 financial crisis hit Ukraine hard, affecting major sectors of the economy: steel prices fell, local banks were weak, and Russia started transiting less gas across Ukraine to Europe (transit fees had been a major source of income for Ukraine). GDP fell by nearly 15% in 2009. All talk of cooperation between Fatherland and The Party of Regions came to a halt as the nation geared up for the 2010 presidential election.

Viktor Yanukovych ran again as the Party of Regions candidate and won in the second roundover Prime Minister Yulia Tymoshenko by a margin of 3.48%. Yanukovych’s popularity had thus grown by about 11% over the four-year period. However, again, he had always had popular support, especially in the country’s east. Also, given that Yanukovych was the main opposition to the government in power during a time of economic collapse and political gridlock also makes the shift all the more logical. The election was declared free and fair and nearly all observers.

Yanukovych and the Party of Regions had also shifted their political ideology in 2009 to more directly emphasize stability. At the same time, Yanukovych worked to distance himself from Russia, more openly embracing the economic potential and political partnership of the EU, which made him more appealing to many who had previously supported Yushchenko. Yushchenko, by the end of his unproductive administration, had lost nearly all his support and garnered only 5.5%, or less than a tenth of what he achieved in the previous election.

As the Ukrainian Constitution forbids the president to lead a political party, Viktor Yanukovych stepped down from his post as head of the Party of Regions and Mykola Azarov, who had managed Yanukovych’s presidential campaign, took over. Shortly after, Azarov was elected to the post of Prime Minister, ending Ukraine’s political deadlock and allowing Yanukovych to freely form a government and fast track legislation.

The Party of Regions has continued to consolidate power over the following elections, however, much of this has been attributed to the jailing of Yanukovych’s main opponent, Yulia Tymoshenko, who was charged with abuse of office shortly after Yanukovych came to power. Her incarceration has become a human rights case taken up by the EU and may be costing Yanukovych support at home as well, where he and his party are seeing declines in the polls.

In the 2012 parliamentary election, although the party came in first with 41.5% of all seats, the party lost about 2 million votes since the previous election. A poll conducted in 2011 by the Kiev International Sociology Institute discovered that the number of voters willing to go to the polls to vote for the Party of Regions had dropped from 38% to 13.9% between June 2010 and August 2011, perhaps as a result of supporters believing the Party of Regions was assured victory or perhaps due to concerns about the party’s rapidly consolidating power.

Thus, the Party of Regions is a party that has both critics and supporters and which has seen its political fortunes rise and fall for political and economic reasons. Below is the party platform from 2009, with translation to English provided by SRAS.organd its Home and Abroad Scholars.

Yanukovych, who has already twice successfully headed Ukraine’s government. By all indications and evaluations, these were the most successful years of socio-economic development for the country, for all the regions.

The Party of Regions, consequently and principally, advocates at all times for these groups’ interests, rights, and freedoms, which belong to both those organizations in power as well as to those in the opposition.

The Party of Regions has demonstrated more than once its ability to be the nucleus for both those in power and those in opposition. We will continue to be attuned to constructive, partnerships with different parties, as long as they advocate common national interests, speak out for democracy, protect the rights and freedoms of citizens, and act within the bounds of Ukraine’s Constitution and judiciary.

ІІ. УКРЕПЛЕНИЕ ПРИНЦИПОВ ДЕМОКРАТИЧЕСКОГО РАЗВИТИЯ	II. STRENGTHENING THE PRINCIPLES OF DEMOCRATIC DEVELOPMENT
В своей практической деятельности Партия регионов ставит за цель достичь европейских стандартов уровня жизни. Достижение этой цели возможно при условии эффективного развития национальной экономики и демократии.	The Party of Regions has worked towards the goal of achieving European living standards. Achieving this goal is possible by effectively developing the national economy and democracy.
Задание Партии регионов заключается в том, чтобы политическими методами обеспечить условия для развития человека.	The Party of Regions’ task lies in fostering conditions for individual development through political methods.
Мы выступаем за быстрейшее присоединение Украины к ЕС при условии восстановления эффективной модели сотрудничества с нашими соседями – странами СНГ, в первую очередь – с Россией.	We support Ukraine rapidly ascending to the European Union and the establishment of an effective model of cooperation with our neighbors in the Commonwealth of Independent States, and, first and foremost, with Russia.
Мы – за углубление конституционной реформы, которая кроме другого должна обеспечить:	We support intensifying Constitutional reform, which, aside from the above, must guarantee:
– укрепление демократии и верховенства права;	strengthened democracy and the rule of law;
– реальная защита прав и свобод граждан;	effective protection of citizens’ rights and freedoms;
– завершение перехода к парламентско-президентской республике;	a completed transition to a parliamentary-presidential republic;
– действенную систему общенационального политического представительства интересов всех регионов Украины;	an effective system of political representation for the interests of all nationalities in all of Ukraine’s regions;
– предоставление русскому языку статуса второй государственной;	assigning the Russian language as a second official state language;
– усиление парламентского контроля за деятельностью исполнительной власти;	strengthening parliamentary control over the executive branch;
– децентрализацию функций власти и управления в государстве, прозрачность деятельности власти и ее подотчетность народа;	decentralized power and governance; transparency in government activity and its accountability to the people;
– укрепление местного самоуправления;	strengthened local self-government;
– создание надлежащей правовой базы для развития гражданского общества.	creating an adequate legal framework for developing civil society.
Свой статус европейского демократического государства Украина может подтвердить, создав условия для защиты гражданами своих прав. Необходимо, чтобы судопроизводство и другие формы правовой защиты стали доступны каждому человеку независимо от уровня ее доходов или местожительства. Мы готовы провести в стране необходимые изменения, направленные на создания механизмов, которые дадут возможность человеку эффективно, справедливо и в приемлемые сроки защитить свои права. В то же время государственная политика должна направляться на защиту личности и собственности. Вопреки существующей в сегодняшней Украине практике, мы требуем усиления криминальной ответственности за преступления против личности. Моральное, социальное и материальное благополучие граждан должно быть приоритетом для государства.	Ukraine can affirm its status as a European democratic state by creating conditions for citizens to protect their own rights. Legal action and other forms of rights protection must be made accessible to every person, regardless of his income level or place of residence. We are ready to enacted the needed reforms in this country to give individuals the tools they need to protect their own rights effectively, fairly, and timely. At the same time, state policies must protect persons and property. Critical of Ukraine’s existing laws, we demand strengthening criminal responsibility for crimes against individuals. Citizens’ moral, social, and material welfare must be a government priority.
Партия регионов признает роль украинского языка как одного из символов украинского государства. Вместе с тем мы категорически против использования государственных институтов для насильственной украинизации и вытеснения других языков, в первую очередь русского, из сфер официального общения, средств массовой информации, науки, образования и культуры. Поддерживая европейскую традицию взаимопонимания между гражданами и исходя из культурных реалий, мы будем добиваться для русского языка статуса второй государственной при законодательном закреплении права регионов вводить на их территории дополнительный официальный язык, который будет иметь уровни с государственным языком права. Мы – последовательные сторонники лозунга: „Два языка – один народ!”	The Party of Regions acknowledges that the Ukrainian language is one of the symbols of the Ukrainian state. However, we are categorically against state institutions being used for forced Ukrainianization and the displacement of other languages (first and foremost Russian) from the spheres of official communication, mass media, science, education, and culture. Supporting the European tradition of mutual understanding among citizens and acknowldeging cultural realities, we would make Russian a second state language by legally strengthening regions’ right to allow an additional official language, which shall be on an equal footing with the state language, in their territories. We therefore support the slogan: “Two languages – one people!”
Мы – за языковое разнообразие и развитие культур всех граждан Украины. Фактически дво-, а в некоторых регионах и многоязычность жителей Украины Партия регионов считает не проблемой, а преимуществом нашего народа. Поэтому мы утверждаем, что одна из функций государства – поддержка и стимулирование развития языкового богатства нашей страны. Причем право определять языковые приоритеты для такой поддержки должно быть закреплено за регионами – за государством должна остаться обязанность совместно финансировать программы развития региональных языков наравне с развитием государственного языка.	We support linguistic diversity and cultural development for all of Ukraine’s citizens. The Party of Regions does not view the bilingualism, and in some regions, even multi-lingualism, of the inhabitants of Ukraine as a problem, but rather an advantage for our people. Therefore, we assert that one of the functions of the state is to support and stimulate the development of our country’s linguistic wealth. Moreover, the right to define linguistic priorities for this support must be reserved for the regions; the state must accept responsibility in jointly financing programs for developing regional languages on par with those for developing the official state language (Ukrainian).
На внешнеполитической арене мы отстаиваем государственную политику открытости и добрососедства, сохранения внеблокового статуса Украины.	In the foreign political arena, we advocate a state policy of openness and neighborliness, and also of retaining Ukraine’s “outside-the-bloc” status.
Вопрос о вступлении Украины к НАТО и другим международным военным организациям может решаться только на основе результатов всенародного референдума.	The question of Ukraine’s accession to NATO and other international military organizations can be decided only through national referendum.
СИЛЬНЫЕ РЕГИОНЫ – КРЕПКОЕ ГОСУДАРСТВО	STRONG REGIONS – STRONG STATE
Наша Партия объединяет граждан, которые проживают во всех регионах Украины и сознательные личной ответственности за настоящее и будущее своей семьи и общества, поселка и города, района и области, – всей страны.	Our party unites citizens in all of Ukraine’s regions who are conscious of their personal responsibility for the present and future of their family and society, of their town and city, of their region and province, and of their entire country.
Партия регионов будет способствовать эффективному использованию возможных человеческих, организационных и финансовых ресурсов в интересах социально-экономического развития территориальных обществ.	The Party of Regions will encourage effectively using all available human, organizational, and financial resources to develop the socio-economic level of territorial communities.
Законодательство Украины провозгласило право территориальных обществ (обитателей сел, поселков, городов) самостоятельно решать вопрос местного значения непосредственно, а также через органы местного самоуправления. Партия регионов – за устранение двоевластия и противостояние управленческих структур на региональном и местном уровнях. Мы будем поддерживать формирование областными и районными советами собственных подотчетных исполнительных органов, что даст возможность им оперативно реализовывать принятые решения, самостоятельно составлять и выполнять соответствующие бюджеты, целевые программы по вопросам социально-экономического и культурного развития.	Ukraine’s legislature has declared the right of territorial communities (residents of villages, towns, cities) to resolve questions of local significance independently and directly as well as through local self-government. The Party of Regions supports eliminating the duplication of power structures and their opposition at the regional and local level. We will support forming provincial and regional councils with their own accountable executive bodies, and give them the opportunity to strategically implement decisions, and to independently prepare and execute the needed budgets and programs to develop socio-economically and culturally.
Стратегическое задание Партии регионов – обеспечить беспрепятственное осуществление этого права. Мы верим, что признание свободы и индивидуальности территориальных обществ одновременно с предоставлением им широких возможностей принимать участие в разработке и реализации социально-экономической политики станет фактором, который будет способствовать консолидации регионов и укреплению украинского государства. Поэтому мы будем решать вопрос относительно:	The strategic task of the Party of Regions is to guarantee the unhindered fulfillment of this right. We believe that acknowledging the freedom and individuality of territorial communities, as well as giving them broad opportunities to make and implement socio-economic policies, will help consolidate the regions and strengthen the Ukrainian government. Therefore, we will resolve questions regarding:
– воплощение новой конституционной модели, согласно которой территориальные общества и созданы ими органы смогут эффективно управлять развитием населенных пунктов и регионов, имея необходимый объем финансово обеспеченных полномочий;	– enacting a new constitutional model, in which both territorial communities and bodies created by them can effectively control the development of population centers and regions, with the necessary level of financial support;
– формирование большинства своих представителей в составе местных советов всех уровней, опираясь на поддержку населения;	– forming a majority of their own representatives in local councils at all levels, with the support of the population;
– привлечение к работе в органах местного самоуправления честных, инициативных, ответственных профессионалов, небезразличных к проблемам людей.	– attracting honest, motivated, responsible professionals, who are genuinely concerned about the problems of the people, to work in local self-government.

– реализацию принципов региональной и местной демократии, усиления прозрачности и ответственности, в работе региональных властных структур и органов местного самоуправления;	implementing the principles of regional and local democracy; increasing transparency and responsibility in the work of regional power structures and bodies of local self-government;
– создание правовых, экономических и финансовых условий для динамического развития регионов;	creating the legal, economic, and financial conditions to rapidly develop the regions;
– решение актуальных социально-экономических и экологических проблем регионов;	resolving relevant socio-economic and ecological problems in the regions;
– преодоление депрессивного состояния территорий, в том числе путем налогового стимулирования развития слаборазвитых и депрессивных территорий;	overcoming the territories’ depressed state, including through tax incentives to develop underdeveloped and depressed territories;
– эффективное использование производительного потенциала и исторических особенностей регионов для достижения оптимальной специализации в производстве товаров и услуг;	effectively using the productive potential and historic features of the regions to achieve optimal production specialization for goods and services;
– переход от распределительного принципа в государственной региональной политике к принципу развития регионов с учетом специфики и потенциала каждого из них;	transitioning from centralized and unitary state policies to those focused on regional development with respect to the specifics and potential of each region;
– определение и правовое закрепление для каждого региона перечня программ, которые реализуются на местном и общегосударственном уровнях, с соответствующим распределением источников финансирования и ответственности;	defining and legally strengthening a list of programs for each region to be implemented at local and federal levels, with a corresponding budget and stated responsibilities;
– реализацию социальных программ на региональном уровне с учетом местной специфики.	implementing social programs on the regional level with regard to local specifics.
Местное самоуправление должно стать реальным фундаментом народовластия. Путь к этому – максимальная передача властных и финансовых полномочий местным органам власти для воплощения региональных стратегий развития.	Local self-government must become the foundation of political power for the people. The road to this is to transfer maximal governmental and financial authority to local governments in implementing regional development strategies.
Мы будем добиваться того, чтобы обеспечивались равные благоприятные условия для саморазвития и самореализации каждого региона Украины, каждого территориального общества. В то же время мы признаем право государственной власти принимать жесткие меры относительно региональных властей в случае нарушения ими Конституции, законов Украины, прав и свобод граждан.	We will strive to maintain equally favorable conditions for self-development and self-realization of each region of Ukraine and of each territorial community. At the same time, we acknowledge the right of the state to take harsh measures with respect to regional authorities if they violate Ukraine’s laws or Constitution or the rights and liberties of its citizens.
IІІ. ПРИОРИТЕТЫ ЭКОНОМИЧЕСКОГО РАЗВИТИЯ	III. PRIORITIES OF ECONOMIC DEVELOPMENT
Главным заданием Партии регионов в социально-экономической сфере есть перестройка современного экономически развитого социально ориентированного государства, которое обеспечивает постоянный рост благосостояния своих граждан. В стране должны органически совмещаться политика ускоренного экономического роста с эффективной социальной политикой. Увеличение личных доходов граждан обеспечивается в соответствии с уровнем росту валового внутреннего продукта. Это даст возможность не только повысить покупательную способность наших соотечественников, но и даст им возможность увеличивать свои сбережения, а государство будет гарантировать не только сохранение капиталов украинцев, но и их приумножение.	The main socio-economic task of the Party of Regions is to restructure the modern state to one of economic and social orientation, one which provides for constant growth in its citizens’ prosperity. Our state must organically mix accelerated economic growth with effective social policies. Citizens’ individual earnings should grow at rates corresponding with growth in GDP. This will give our citizens not only increased buying power, but also the possibility to increase their own savings; the government will guarantee not only the savings held by Ukrainian citizens, but also the accrual of their savings.
Партия регионов обеспечит реальное повышение благосостояния народа и приумножения богатства государства, опережающий рост социальных стандартов над показателями инфляции.	The Party of Regions will ensure an actual increase in the people’s prosperity and the accrual of state wealth, and will also ensure the superior growth of social standards ahead of inflation indicators.

– проведение эффективной бюджетной политики;	an effective fiscal policy;
– повышение благосостояния граждан, социальных стандартов качества жизни, становления среднего класса и преодоления бедности;	improving citizens’ welfare and quality of life standards; working towards establishing a middle class and overcoming poverty;
– возрождение украинского села и перестройка конкурентоспособного агропромышленного комплекса;	reviving the Ukrainian village and rebuilding a competitive agro-industrial complex;
– проведение сбалансированной и взвешенной внешнеэкономической политики; проведение структурных реформ.	establishing a balanced and prudent foreign economic policy; carrying out structural reforms.
Только свободное проявление частной инициативы, честная конкуренция в рыночных отношениях, гарантия защиты права собственности способные обеспечить постоянный экономический рост. Для этого наша партия будет создавать благоприятные условия для ведения бизнеса и инвестирования, которое даст возможность обновить обветшалые производственные мощности и создать новые современные производства.	Only free, private initiative, honest competition in markets, and guaranteeing the protection of property rights will be able to ensure constant economic growth. To this end, our party will create favorable conditions for business and investment, which will afford the opportunity to fix our outdated industrial infrastructure and create new, modern manufacturing.
Ключевым направлением государственной экономической политики должна быть реальная поддержка малого и среднего бизнеса,который будет способствовать формированию в украинском обществе доминанты инициативных людей, которые будут обеспечивать экономический рост, создание рабочих мест, социальную стабильность и насыщенность рынка.	*A key objective of government economic policy must be real support for small and medium-sized business (SMEs)*, which will promote the formation of a group of motivated leaders in Ukrainian society, who will provide for economic growth, job creation, social stability, and market saturation.
С целью успешного развития частное предпринимательство ми предлагаем:	With the goal of successfully developing private entrepreneurship, we propose:
– разработку и реализацию эффективных государственных и региональных программ социальной поддержки граждан, которые намереваются заниматься предпринимательской деятельностью (в частности путем льготного кредитования);	Developing and implementating effective national and regional social support programs for citizens who intend to engage in entrepreneurial activity (in part through concessional financial lending);
– открытие при органах местного самоуправления информационно консультационных центров для представителей малого бизнеса. Такие центры следует укомплектовывать квалифицированными специалистами, которые бы дали предпринимателям юридические консультации, помощь в проведении маркетинговых исследований, поиска помещений и необходимого оборудования для организации и ведения бизнеса. Соответствующие услуги для предпринимателей-начинающих должны предоставляться безвозмездно;	Opening, under the auspices of institutions of self-government, information consultation centers for small businesses. These centers would be staffed with qualified specialists, who would offer legal consultations, help in carrying out market research, real estate searches, and finding the necessary equipment to organize and maintain a business. The appropriate services for beginning entrepreneurs should be available free of charge;
– максимальное упрощение порядка регистрации субъектов предпринимательской деятельности. В населенных пунктах необходимо создать разветвленную сеть административных учреждений, которые работают по принципу «единственного окна» и предоставляют в кратчайшие сроки полный спектр комплексных управленческих услуг, связанных с регистрацией юридических лиц и физических лиц-предпринимателей;	Simplifying registration for business entities as much as possible. A well-developed network of agency offices must be available in all populated areas. These must work on the “single window” principle, offering a full spectrum of government service packages for registering legal entities and private entrepreneurs as quickly as possible;
– обеспечение либерализации разрешительных процедур в сфере ведения хозяйства, недопущения необоснованного увеличения перечня видов предпринимательской деятельности, которые подлежат лицензированию. При этом основной объем полномочий в сфере лицензирования предпринимательской деятельности должен переместиться из центрального уровня на уровень региональных органов, который даст возможность сэкономить час и средства субъектов ведения хозяйства;	Ensuring the liberalization of licensing procedures in the sphere of agriculture; refusing to allow an unfounded increase in the types of entrepreneurial activity which require licensing. Moreover, the majority of power to license entrepreneurial activity must be moved from the state level to the regional; this will save entrepreneurs both time and money;
– сохранение действующей системы упрощенного налогообложения для субъектов малого бизнеса и установления для вновь созданного семейного бизнеса налоговых каникул;	Preserving the current system of simplified taxation for small-business owners, and establishing tax breaks for newly created family businesses;
– разработка и внедрение системы упрощенного налогообложения для среднего бизнеса;	Creating and introducing a system of simplified taxation for midsized businesses;
– упрощение доступа малого и среднего бизнеса к кредитным ресурсам;	Facilitating access for small and midsized businesses to credit;
– значительное сокращение количества проверок деятельности субъектов предпринимательства; недопущение дублирования функций в системе органов контроля;	Significantly decreasing the number of inspections on entrepreneurs; refusing to allow duplicated roles in the regulation enforcement;
– стимулирование лизинговых операций по приобретению основных фондов малыми и средними предприятиями.	Stimulating leasing operations to allow small and midsized business owners access to equipment.
Наравне с созданием условий для малого и среднего бизнеса Партия регионов выступает за развитие в Украине национальных финансово промышленных групп, состоятельных достойно конкурировать на международных рынках. Мы будем добиваться:	Along with creating conditions for small and midsized business, *the Party of Regions supports developing national financial and industrial groups in Ukraine, which will be able to compete in international markets.* We will strive for:
– нерушимых гарантий собственности и отказа от практики реприватизации;	Inviolable guarantees for property rights and against reprivatization;
– создание законодательных условий, которые сделают невозможным рейдерство как системный фактор, который дестабилизировал украинский рынок;	Legal conditions to make corporate raiding, a systemic factor that destabilized the Ukrainian market, impossible;
– государственного содействия субъектам ведения хозяйства в выходе на международные рынки и обеспечения защиты интересов украинских корпораций за рубежом;	State cooperation with entrepreneurs entering international markets, and protection of Ukrainian corporate interests abroad;
– усовершенствование антимонопольного законодательства.	Improved antimonopoly laws.
Вплыв государства на экономические процессы должны измениться: от бюрократии контроля за хозяйственной деятельностью следует переходить к стимулированию экономической инициативы.	The government’s intrusion into economic processes must change from bureaucratic control of business to stimulating economic initiative.
Партия использует все возможности для вхождения Украине к экономически развитым странам мира. Для этого ми должны сполна использовать и развивать наш уникальный человеческий, научно технологический, промышленный и аграрный потенциал.	The Party will utilize all opportunities for Ukraine to become one of the world’s economically developed countries. For this to occur, we must fully utilize and develop our unique human, scientific, technological, industrial, and agricultural potential.
В бюджетной политике Партия регионов отстаивает:	In fiscal policy, the Party of Regions advocates:
– направление бюджетных ресурсов на повышение уровня жизни граждан и качества предоставления социальных услуг;	Allotting budgetary resources to increase citizens’ standard of living and the quality of social services;
– усиление инновационно инвестиционной составляющей бюджетной политики;	Altering fiscal policy to increase investments in innovation;
– улучшение уровня сбалансированности и прозрачности бюджета, достижения качественно нового уровня стратегического бюджетного планирования, определения среднесрочной налогово-бюджетной стратегии, согласованной со среднесрочными приоритетами социально-экономического развития государства и его регионов;	Improving budget balance and transparency; achieving a qualitatively new level of strategic fiscal planning; outlining an intermediate-term fiscal strategy in accordance with intermediate priorities for state and regional socio-economic development;
– обеспечение максимальной ориентации бюджетной политики в поддержку переоснастки и модернизации национальной экономики, строительство магистральных путей, создания современной инфраструктуры;	Maintaining a fiscal policy maximally oriented toward reforming and modernizing the national economy, building fast rail lines, and creating modern infrastructure;
– уменьшение диспропорции в социально-экономическом развитии отдельных регионов путем усовершенствования системы бюджетных отношений, а также распределения функций и полномочий между центральным и местными бюджетами;	Reducing the gap in socio-economic development between various regions by improving budgetary practices as well as distributing tasks and powers between the central and local budgets;
– стимулирование депрессивных регионов и создание умов для заинтересованности местных бюджетов в росте собственных доходов;	Stimulating depressed regions and educating those in charge in local budgets of their interests in growing the incomes of those local budgets;
– ориентацию бюджетных средств на достижение результатов в соответствии с объемом и качеством предоставленных государственных услуг. Бюджетные поступления должны использоваться не для увеличения расходов на содержание чиновников или бюджетных учреждений, а на повышение качества услуг для населения;	Allocating budgetary funds aimed at offering more and better-quality government services. Funds must be used not to increase salaries for government officials or government-sponsored institutions, but for improving the quality of services offered to the people;
– повышение контроля за целевым и эффективным использованием средств и внешних и внутренних заимствований;	Increasing control over the targeted and effective use of funds borrowed domestically and from abroad;
– обеспечение эффективного функционирования системы государственных закупок, государственного заказа и государственного материального резерва.	Ensuring that systems for government purchasing, ordering, and the material reserves fund are functioning effectively.
В налоговой политике мы выступаем за:	In tax policy we support:
– создание в Украине наиболее благоприятных умов среди стран Восточной Европы для бизнеса;	Creating Eastern Europe’s most conducive conditions for business;
– принятие Налогового кодекса, который обеспечит в Украине справедливую систему налогообложения, его адаптацию к нормам законодательства Европейского Союза и установит прозрачные и понятны механизмы взаимодействия государства и налогоплательщиков;	Adopting a tax code, which provides fair taxation in Ukraine, is adapted to the norms of the European Union, and establishes transparent and understandable mechanisms for government-taxpayer interaction.
– стимулирование инвестиционно-инновационной деятельности и внедрение энергохранящих мероприятий;	Stimulating investment in innovation and introducing energy-saving measures;
– значительное уменьшение уровня фискальной нагрузки на экономику путем сокращения видов налогов и снижения стал по отдельных из них;	Significantly decreasing the economic burden by reducing the number of taxes and lowering some taxes;
– снижение уровня фискальной нагрузки на фонд уплаты труда и внедрения единственного социального взноса;	Decreasing the economic burden on payrolls; introducing a single social contribution payment;
– стимулирование развития предпринимательства путем усовершенствования системы налогообложения и упорядочивания правил и процедур проведения налоговых проверок и их значительное сокращение;	Stimulating entrepreneurial development by improving the tax system and simplifying the audit rules and procedures, as well as significantly reducing the number of audits;
– оптимизацию системы платежей при использовании природных ресурсов и экологических сборах;	Optimizing payments for natural resource use and conservation fees;
– освобождение от налогообложения части дохода физических лиц, которая направляется на учебу, здравоохранение, строительство жилья и другие социальные расходы;	Making payments made by private citizens for education, healthcare, home construction, and other social expenses tax deductable;
– расширение полномочий местных органов исполнительной власти относительно налогового стимулирования.	Expanding the tax stimulation powers of local executive bodies.
В промышленной политике Партия регионов предлагает:	In industrial policy, the Party of Regions proposes:
– разработку и принятие долгосрочной Национальной промышленной стратегии;	Developing and adopting a long-term national industrial strategy;
– создание благоприятных умов для развития отечественного производства, внедрения высоких наукоемких конкурентоспособных технологий, уменьшения зависимости от импортных снабжений путем внедрения политики импортозамещения промышленной продукции конечного потребления;	Creating favorable conditions for developing domestic manufacturing; introducing competitive, high technology, and reducing dependence on imported supplies by introducing import substitution industrialization policies;
– осуществление структурной перестройки и повышение эффективности функционирования военно-промышленного комплекса, ракетно-космической, тяжелой, авиационной, судостроительной промышленности, транспортного и сельскохозяйственного машиностроения;	Structurally reworking and improving the military-industrial complex, aerospace, heavy aviation and shipbuilding industries, transportation and agricultural machinery industries;

– расширение рынка сбыта продукции отечественных промышленных предприятий, усиления кооперационных связей и активизацию международного сотрудничества, государственное стимулирование экспорта промышленной продукции, в первую очередь наукоемкой.	Expanding the market for products made by domestic industrial enterprises; strengthening cooperative connections and increasing international cooperation; providing government incentives for industrial exports, first and foremost for advanced technology.
В научно-технической и инновационной политике мы выступаем за:	In science, technology, and innovation policy, we support:
– внедрение механизма государственного заказа на реализацию приоритетных инновационных проектов, повышения инновационной активности малого и среднего предпринимательства;	Introducing a mechanism for state purchases to prioritize important innovation projects and to increase small and midsized enterprises’ innovative activity;
– концентрацию финансово-экономических и интеллектуальных ресурсов государства на ведущих направлениях научно-технического обновления производства путем разрабатывания и реализации среднесрочных отраслевых и региональных приоритетов инновационной деятельности;	Concentrating the state’s financial and intellectual resources on leading trends in scientific and technological innovation in manufacturing by developing and implementing intermediate-term industrial and regional innovation priorities;
– развитие инновационной инфраструктуры, в частности технологических и научных парков, технополисов худое;	Developing infrastructure for innovation, particularly technoparks and science cities.

В аграрной политике Партия регионов будет добиваться:	In agrarian policy, the Party of Regions will strive to:
– обеспечение развития высокоэффективного, прибыльного сельскохозяйственного производства и решения на этой основе проблем социальной инфраструктуры села;	Develop highly effective and lucrative agricultural production and, on this basis, resolve problems in the social infrastructure of rural Ukraine;
– усовершенствование социально правовое устрою в агропромышленном комплексе и завершение земельной реформы;	Improve the social and legal structure of the agro-industrial complex and implement land reform;
– реализации разработанной Партией регионов стратегии социального развития села и Государственной целевой программы развития украинского села на период до 2015 судьбы, утвержденной Правительством в.Ф. Януковича 19 сентября 2007 доли;	Implement strategies developed by the Party of Regions for developing rural areas as well as the state’s target program for developing the Ukrainian countryside through 2015, which was authorized by V.F. Yanukovich’s administration on September 19, 2007;
– создание электронного общегосударственного кадастра земли и соответствующей земельно информационной базы данных;	Create an electronic national land survey and a corresponding land information database;
– проведение мониторинга земельных ресурсов, крупномасштабного и доклады обследования почв, разрабатывания и принятия Законов Украине «Об использовании и охране почв», «О консервировании земель», «Об агрохимической паспортизации угодий»;	Monitor large-scale land resources and provide soil analysis; develop and adopt the state laws “On the Use and Protection of Soil,” “On Land Conservation,” and “On the Agro-Chemical Certification of Agricultural Lands;”

В энергетической политике мы отстаиваем:	In energy policy, we advocate:
– внедрение действенной политики энергосбережения;	Introducing an effective policy of energy conservation;
– недопущение неконтролированного роста цен на энергоносителе, диверсификации источников энергообеспечения;	Preventing uncontrolled energy price increases; diversifying energy sources;
– совершенствование порядка предоставления государственной поддержки предприятиям угольной промышленности исходя из потребностей внедрения экономического стимулирования предприятий этой отрасли независимо от формы собственности; употребление безотлагательных мероприятий для повышения престижности шахтерского труда, улучшения социальной защиты и медико-санитарного обслуживания работников угольной отрасли;	improving state support to coal industry enterprises, regardless of ownership, and thus recognize the need to provide economic stimulus for businesses in this sector,; implementing immediate measures to raise the prestige of mining and improve social protection and medical services for coal sector workers;
– наращивание объемов производства электроэнергии на атомных электростанциях, повышение безопасности их работы;	Increasing electricity production at nuclear power plants and improving the security of their work;
– послабление зависимости Украине от снабжения импортных газа и нефти и увеличения объемов их собственной добычи;	Decreasing Ukraine’s dependence on imported gas and oil, and increasing domestic production;
– внедрение комплексного подхода к реструктуризации неперспективных и убыточных угледобывающих предприятий с учетом уровня социально-экономического развития территорий, на которых вони расположенные;	Enacting multi-pronged solutions for restructuring failing and unprofitable coal-mining operations which recognize socio-economic development level of the territories in which they are located;
– расширение использования нетрадиционных и обновительных источников энергии.	Expanding alternative and renewable energy sources.
В транспортной политике Партия регионов реализует:	In transportation policy, the Party of Regions will:
– разработку и принятие долгосрочной Национальной транспортной стратегии и программ развития авиационного, железнодорожного, автомобильного, морского, речного и местного транспорта;	Develop and adopt a long-term national transportation strategy and programs for developing air, rail, automobile, sea, river, and local transport;
– повышения технического уровня и безопасной эксплуатации автомобильных дорог и мостов, перестройку международных транспортных коридоров;	Improve the engineering and safety of roads and bridges; rebuild international transportation corridors;
– обновление преимущественно на основе использования продукции отечественной промышленности основных фондов и техническая переоснастка морских портов и судоходных компаний, железных дорог, аэропортов и авиакомпаний независимо от формы собственности;	Update infastructure primarily by using domesticly produced goods; upgrade seaports, shipbuilding companies, railroads, airports, and airlines, regardless of their form of ownership;
– развитие и совершенствование сети регулярного транспортного соединения, повышения качества и надежности пассажирских перевозок, выполнения мероприятий по автотранспортному обслуживанию населения в сельский местности и продолжения внедрения скоростного движения пассажирских поездов;	Develop and improve a network transport connectivity; improve the quality and dependability of passenger transport; implement measures to provide transportation services for the population of rural areas and continue to introduce rapid trasit systems;
– усиление на всех видах транспорта государственного контроля за выполнением субъектами ведения хозяйства правил перевозок грузов и пассажиров;	Strengthen government oversight of all forms of transportation to ensure compliance with regulations on both freight and passenger transport;
– доступность для использования гражданами Украине всех видов транспорта.	Make all forms of transport accessible to Ukrainian citizens.
В строительной, жилищной и коммунальной политике мы инициировали:	In construction, housing, and municipal policy, we have initiated:
– внедрение комплекса мероприятий, направленных на снижение стоимости строительства жилья;	A body of measures, aimed at lowering the cost of residential construction;
– обеспечение строительства социального жилья на засадах софинансирования из местных бюджетов для социально незащищенных слоев населения инвалидов и участников Великой Отечественной войны, участников боевых действий, учителей, врачей других работников бюджетной сферы;	Construction of residential spaces, co-funded with local budgets, for socially vulnerable classes, including the disabled, veterans of World War II and other military actions, as well as teachers, doctors, and other state employees;
– безотлагательное выполнение мероприятий по реализации региональных программ реконструкции жилых домов первых массовых серий;	Immediately carrying out measures for implementing the first of a series of regional, large-scale reconstruction programs ;
– установление цен на коммунальные услуги в соответствии с реальным уровнем доходов граждан и компенсацию малообеспеченным гражданам повышения стоимости коммунальных услуг;	Establishing prices for municipal services that correspond with the real level of citizens’ income, and compensating low-income citizens for municipal service price increases;
– приведение расчетов населения за жилищно-коммунальные услуги в соответствие с качеством предоставленных услуг, снижения их ресурсостоимости и улучшение качества;	Calculating costs for residential municipal services to correspond to the quality of service offered; lowering service cost and improving service quality;
– постепенное и корректное применение механизмов конкуренции на рынке социальных услуг;	Gradually and reasonably introducing market competition for social services;
– обеспечение прозрачности и справедливости в системе формирования коммунальных тарифов.	Ensuring transparency and fairness in the municipal fees system.

Впервые в украинской политике ми предлагаем принципиально новую государственную стратегию предоставления социальных гарантий гражданам на протяжении всей жизни, что является состоянием залогом социального успеха и выходом на новые цивилизационные горизонты.	For the first time in Ukrainian politics, we propose a fundamentally new government strategy for providing social guarantees to citizens for the course of their entire life. This will be a guarantee of social success and an expansion onto new civilized horizons.
Успешный человек – успешная страна!	A successful individual means a successful country!
*Главными социальными приоритетами для нас является:*	*Our main social priorities are:*
– содействие защите социальных право граждан, закрепленных в Конституции Украине;	Protecting citizens’ social rights, as set down in the Ukrainian Constitution;
– обеспечение минимальной зарплаты и пенсии, не более низких от реального прожиточного минимума;	Ensuring that minimum wage and pensions are not below the real minimum cost of living;
– индексация заработной платы, пенсий в соответствии с ростом потребительских цен;	Indexing salaries and pensions to the growth of consumer prices;
– возвращение гражданам сбережений, замороженных в Сбербанке, с начислением накопленных банковских процентов, в первую очередь – пенсионерам, ветеранам инвалидам и гражданам преклонных лет;	Returning citizens’ savings, which had been frozen in Sberbank, with accumulated interest, first and foremost, to pensioners, veterans, invalids, and senior citizens;
– найстрожайший контроль за выполнением статей бюджета, связанных с обеспечением социальной защиты граждан;	Strict oversight for budgetary spending connected with citizens’ social protections;
– защита потребителя от некачественных товаров, недобросовестной конкуренции и монопольных цен. Каждый случай продажи некачественного товара должна рассматриваться как чрезвычайное событие и виновные должны понести наказание;	Protecting consumers from defective products, unscrupulous competition, and monopolistic prices. Any sale of defective merchandise must be viewed as a serious offense, and the guilty parties must suffer punishment;
– совершенствование таможенно-тарифной политики, законодательной базы относительно защиты право отечественного потребителя, обеспечения экспортно-импортной сбалансированности торгового обращения с учетом вступления Украине в СОТЫ;	Reforming customs and tariff policy and legislation to better protect the rights of the domestic consumer; balancing imports and exports taking into account Ukraine’s entrance into the WTO;
– обеспечение государственной поддержки социально самых впечатлительных слоев населения: пенсионеров инвалидов, многодетных семей и одиноких матерей;	Providing state support for the most vulnerable social classes: pensioners, invalids, families with many children, and single mothers;
– введение специального налога на роскошь, средства от которого должны идти исключительно на потребности самых незащищеных слоев населения.	Introducing a special luxury tax, whose funds will go exclusively to the needs of the most vulnerable social classes.
Каждому пенсионеру гарантируемпенсию, которая отвечает стажу, квалификации и условиям труда. Поддерживаем пенсионеров, которые работают, путем выплаты и пенсии и зарплаты.	We guarantee a pension for every retiree that corresponds to tenure, qualifications, and working conditions. We will support pensioners who work by paying them both a pension and a salary.
С этой целью мы обеспечим:	To this end, we will:
– постоянный контроль за процессом создания в Украине действенной трехуровневой пенсионной системы: сочетания солидарной и накопительной систем и добровольного пенсионного страхования;	Provide constant oversight in creating an effective three-tiered pension system in Ukraine: a combination of pay-as-you-go, investment, and voluntary pension payments;
– установление размера пенсий в зависимости от трудового взноса;	Tie pensions to the value of the labor contributed;
– внедрение в Украине системы действенного контроля за своевременным осуществлением выплаты пенсий и социальной помощи, усиления ответственности за задержку этих выплат и несвоевременное осуществление отчислений к государственным целевым фондам;	Introduce effective oversight to ensure the timely payment of pensions and public aid in Ukraine; increase liabilities for delays in making these payments and for those who do not pay their social taxes on time;
– эффективный контроль за негосударственными формами пенсионного обслуживания;	Provide effective oversight for non-governmental pensions;
– создание умов для реализации страховых принципов в пенсионном обеспечении;	Create conditions to guarantee the provision of pensions;
– способствовать освобождению пенсионеров, которые работают, от всех видов налогов. Каждый пенсионер должен быть уверенным, что государство сделает все необходимое для обеспечения ему достойных условий жизни.	Free pensioners who work from all forms of taxes. Every pensioner must be confident that the government will do everything necessary to ensure them a decent living.
Счастливая семья – успешная страна!	A happy family means a successful country!
В вопросах поддержки семьи и молодежи Партия регионов ставить перед собой такие задания:	*To support family and youth, the Party of has set for itself these tasks:*
– реализация общенациональной программы системной и долгосрочной поддержки украинской семьи, программы из поддержки материнства и детства;	Implement a national, systemic, and long-term support program for Ukrainian families, as well as programs to support mothers and children;
– внедрение многоуровневой системы действенной помощи многодетным семьям и семьям, которые воспитывают несовершеннолетних детей и детей-инвалидов;	Introduce a multi-tiered system of effective aid for families with many children and those raising minor or disabled children;
– обеспечение не менее как 50 % госзаказ на подготовку специалистов в высших учебных залогах;	Providing no less than 50% state funding for training specialists in institutions of higher learning;
– выполнения принятые за инициативы фракции Партии регионов в Верховной Раде Украине нормативных актов относительно предоставления молодым специалистам гарантированного первого рабочего места;	Implementing regulations introduced by the Party of Regions faction in the Verkhova Rada of Ukraine, that guarantee an initial job for young specialists;
– расширение практики предоставления льготных жилищных кредитов молодым семьям, чтобы каждая молодая семья имела возможность приобрести собственное жилье;	Expanding concessional residential loans to young families, so that each young family has the opportunity to obtain their own home;
– законодательное обеспечение получения молодой семье муниципального жилья в долгосрочную аренду, в частности за средства, привлеченные от земельных аукционов.	Legislate that young families may obtain long-term leases on public housing, funded in part through land auctions.
Основными направлениями молодежной политики является:	*The basic directions of our youth policy are:*
– привлечение максимального количества молодых людей к образовательному процессу, создание экономических условий и стимулов, которые способствуют доступности и престижности образования (средней, средней специальной и более высокой), а также радикальное повышение ее качества;	Attracting as many young people as possible to receiving an education; creating economic conditions and stimuli that promote the availability and prestige of education (high school, vocational school, and higher education), and also radically improving the quality of education;
– привлечение молодежи к активным занятиям спортом, пропаганда здорового образа жизни;	Attracting youth to active participation in sports; promoting a healthy way of life;
– предотвращение алкоголизма и наркомании среди молодежи, поддержка программ уменьшения вреда и ресоциализации активных потребителей алкоголя и наркотических средств; отказ от репрессивных мероприятий по людям с наркотической зависимостью;	Preventing alcoholism and drug abuse among young people; supporting harm reduction programs and resocializing drug and alcohol users; ending the prosecution of drug addicts;
– поддержка региональных и национальных организаций, которые будут вовлекать молодежь в политическую и общественную жизнь обществ, регионов и страны;	Supporting regional and national organizations that involve youth in the political and public life of their communities, regions, and country;
– предоставление региональной и государственной поддержки программам ученических и студенческих обменов.	Providing regional and state support to programs of scholarly and student exchange.
*Государственную политику по делу поддержки института семьи* нужно нацелить на содействие экономической стабильности семьи с привлечением общества и представителей бизнеса. Для этого мы предлагаем такие шаги:	*Government policies to support the institution of the family* must be aimed at promoting the family’s economic stability, with involvement from society and business representatives. For this, we propose the following steps:
– реализовать государственные и местные программы предоставления социального жилья для неполных семей и тем, что воспитывают детей-инвалидов, многодетных семей и других социально незащищенных слоев населения;	Implement state and local programs for providing public housing for single-parent families, those raising disabled children, and those with many children, as well as for other vulnerable social classes;
– поддержать программы частичной занятости молодых родителей и родителей, которые воспитывают детей-инвалидов, на предприятиях государственной и частной формы собственности.	Support programs offering part-time employment in both state- and privately-owned businesses for young parents and parents who are raising disabled children.
