Communism in Modern Moscow: Vadim Kumin

Vadim Kumin was the mayoral candidate from the Communist Party of the Russian Federation (KPRF). He took 11.4 percent of the vote to come solidly in second place. First place went to incumbent mayor Sergei Sobyanin, who swept the elections with 70.2 percent of the vote. Sobyanin’s success largely followed poll numbers and was driven by his massive and largely successful infrastructure programs to expand public transportation and pedestrian streets, improve traffic patterns and city parks, and generally beautify the city. This was made possible by a massive influx of federal funds as well general budget tightening and optimization on providing many services such healthcare.

Kumin’s campaign, however, tapped into issues that many in Moscow’s opposition are angry about. These include widespread accusations of corruption and bloat within the Moscow city government and what some see as frivolous spending on parks and festivals. They also include the inconveniences of constant construction and the closure of many health facilities as resources were consolidated as part of the service optimization. Kumin also attempted to show his opposition credentials by launching a court battle accusing Sobyanin of using administrative resources to run his campaign and demanding that Sobyanin be ejected from the race.

At the same time, Kumin and the KPRF also attracted some criticism. Kumin came in a distant third in the KPRF primaries and, despite being a former State Duma Deputy and City Duma Deputy, was a relative unknown when he gained the nomination. Because of this, some accused the KPRF of purposefully hobbling itself in the race, to mayor Sobyanin’s advantage in what may have been political deal making.

Moscow is richer than Paris, London, and Berlin, but the quality of life in all aspects is worse. Our capital has a shiny expensive façade, but inside it is overflowing with problems. Inadequate utility and housing tariffs, constant fees, an increasing gap between the incomes of ordinary Muscovites and rising prices, the environmental situation affecting the health of residents, and the falling quality of free health care and education before our eyes. Москва богаче Парижа, Лондона и Берлина, а качество жизни у нас по всем параметрам хуже. Наша столица, блистая дорогим фасадом, внутри переполнена проблемами. Неадекватные тарифы ЖКХ и постоянные поборы, увеличивающийся разрыв между доходами простых москвичей и ростом цен, всё больше сказывающаяся на здоровье жителей экологическая ситуация, на глазах падающее качество бесплатных здравоохранения и образования.
The budget of the capital is about 2.3 trillion rubles ($35 billion), much more than any other region in Russia. This is 172,000 rubles ($2610) for each citizen of the city. But millions are not directed for the benefit of Muscovites; at best the money is spent on various frivolous decorations. But mainly, the money dissolves into schemes developed by the “army” of municipal officials. Бюджет столицы порядка 2,3 триллиона рублей – в разы больше, чем бюджет любого российского региона. Это 172 000 рублей на каждого жителя города. Но миллионы направлены не во благо москвичей, в лучшем случае тратятся на различные украшательства. В основном же они растворяются в схемах, разработанных «армией» столичных чиновников.
Everyone should understand that Moscow is not a business of a limited number of people. The representatives of the elite are hungry to change power in Moscow; in fact they strive to replace one group that control cash flows, to another. Only the Communists  plan to fully rid the city of corruption schemes and criminal groups. My plan entails real ways to solve problems, deemed “unsolvable” from the point of the view of the political elites. When I am elected mayor, it will be enough for us to enact 12 simple steps, in order to drastically change the situation in Moscow and make life better for ALL Muscovites. Все должны понять, что Москва – это не бизнес ограниченного круга людей. Представители элиты, жаждущие сменить власть в Москве, на самом деле стремятся сменить одну группировку, контролирующую денежные потоки, на другую. Только коммунисты планируют полностью избавить город от коррупционных схем и кланов. Мой план – реальные пути решения проблем, «нерешаемых», с точки зрения политической элиты. Когда я буду избран мэром, нам будет достаточно сделать 12 простых шагов, чтобы кардинально переломить ситуацию в Москве и сделать жизнь лучше для ВСЕХ москвичей.
   
1. CITY-PLANNING AND HOUSING POLICIES. RENOVATION. 1. ГРАДОСТРОИТЕЛЬНАЯ И ЖИЛИЩНАЯ ПОЛИТИКИ. РЕНОВАЦИЯ.
Moscow is actively being re-built and built-up, but without taking into account the opinions of citizens themselves. There is not enough social housing being built, with 70 thousand Moscow families in line for improved housing conditions. This line will be stretched for decades to come. 25 thousand families, who live in the city today, are victims of fraudulent investors, and despite assurances from authorities, this problem is not being solved. Москва активно застраивается и перестраивается, но без учёта мнения самих горожан. Социальное жильё почти не строится – 70 тысяч московских семей стоят в очереди на улучшение жилищных условий. И эта очередь растянулась на десятилетия вперёд. В городе сегодня проживает 25 тысяч семей обманутых дольщиков, – несмотря на уверения властей, эта проблема не решается.
THE RENOVATION PROGRAM HAS DISCREDITED ITSELF, BECAUSE COMPLETE CONTROL HAS BEEN GIVEN TO THE CONTRUCTION COMPANIES. ПРОГРАММА РЕНОВАЦИИ ДИСКРЕДИТИРОВАЛА СЕБЯ, ПОСКОЛЬКУ ФАКТИЧЕСКИ ОТДАНА НА ОТКУП СТРОИТЕЛЬНЫМ КОМПАНИЯМ.
Infill construction is a huge problem in Moscow and violates all the existing construction norms. Остро стоит вопрос уплотнительной застройки, нарушающей все возможные строительные нормы.
The reason for all these problems is the officials who are responsible for the construction. For them, evidently, personal business interests are more important than the rights of Muscovites. Причина всех этих проблем – в отвечающих за строительство чиновниках, для которых, как мы видим, собственные бизнес-интересы важнее прав москвичей.
THE TASKS I CONSIDER A PRIORITY FOR THIS ISSUE: ПРИОРИТЕТНЫМИ ЗАДАЧАМИ В ЭТОМ ВОПРОСЕ Я СЧИТАЮ:
  • Suspension and revision of the renovation program. Account for the interests of the owners of uninhabited properties (more than 100 thousand people).
  • Приостановка и пересмотр программы реновации. Учесть интересы владельцев нежилых помещений (более 100 тыс. человек).
  • Construction of housing for those on the waiting list. A solution for those defrauded within five years.
  • Строительство жилья для очередников. Решение вопроса дольщиков за 5 лет.
  • The launch of a city program for young families for affordable rental housing.
  • Запуск программы городской доступной аренды для молодых семей.
  • A complete ban on infill construction.
  • Полный запрет на точечную застройку.
   
2. HOUSING, UTILITIES, AND MAJOR REPAIRS 2. ЖКХ И КАПРЕМОНТ
In the last 10 years, rent in Moscow has grown 4-fold, tariffs on natural gas have increased by 40%, heating has risen 2-fold, and hot water has risen by 2.5. These prices will increase even further, while Moscow’s public utilities remain beneficial for the corrupt. While the authorities allocate contracts and agreements according to “gray schemes,” ordinary workers in the communal sphere suffer under the corruption of the higher ranks. За 10 лет квартплата в Москве выросла в 4 раза, тарифы на газ –  на 40%, на отопление – в 2 раза, на горячую воду – в 2,5 раза.  Они будут расти и дальше, пока коммунальное хозяйство Москвы остаётся раздольем для коррупционеров. В то время, как начальство распределяет по «серым схемам» контракты и подряды, простые работники коммунальной сферы терпят поборы бригадиров.
THE AUTHORITIES CONTINUE TO SHIFT THE EXPENDITURES OF HOUSING AND UTILITIES ONTO THE SHOULDERS OF MUSCOVITES. ВЛАСТЬ ПРОДОЛЖАЕТ ПЕРЕКЛАДЫВАТЬ РАСХОДЫ ПО ЖКХ НА ПЛЕЧИ МОСКВИЧЕЙ.
If earlier 95% of the cost of repairs was paid from the budget, then Muscovites are now forced to pay monthly for the capital overhaul. Если раньше 95% стоимости капитального ремонта оплачивались из бюджета, то теперь москвичи вынуждены ежемесячно платить за капремонт.
IT IS NECESSARY TO: НЕОБХОДИМО:
  • Use the ability to legislatively lower fees on major repairs in Moscow by 2/3rds. Maintain strict oversight on renovations.
  • Реализовать законодательную возможность снизить взносы на капремонт в Москве в 3 раза. Держать проведение капремонта под жёстким контролем.
  • Introduce a new subsidized housing and utilities tariff program for socially vulnerable groups of the population, including public employees, young families, pensioners, disabled people, etc.
  • Ввести дополнительную систему льгот на ЖКУ для социально незащищенных слоёв населения, включая работников бюджетной сферы, молодых семей, пенсионеров, инвалидов и т.д.
  • Conduct a total audit of the Housing and Utility Services and clean out the “leeches.” Immediately, there will be opportunities to drastically reduce tariffs for electricity, gas, and water.
  • Провести тотальный аудит сферы ЖКХ с чисткой «присосавшихся» к коммуналке организаций. Сразу появятся возможности кардинально снизить тарифы на электричество, газ и воду.
  • Increase fines for unacceptably low quality services and violations of the rules in providing those services.
  • Повысить материальную ответственность за ненадлежащее качество услуг и нарушение правил их предоставления
 
3. MEDICINE AND HEALTHCARE 3. МЕДИЦИНА И ЗДРАВООХРАНЕНИЕ
In recent years Muscovites have been deprived of quality free medical care. За последние годы москвичи лишились качественного бесплатного медицинского обслуживания.
AUTHORITIES ARE INCREASINGLY ENGAGED IN THE “OPTIMIZATION” OF HEALTH CARE, WHILE LEAVING THE LOWEST INCOME CLASSES TO SUFFER. ВЛАСТИ УСИЛЕННО ЗАНИМАЮТСЯ «ОПТИМИЗАЦИЕЙ» ЗДРАВООХРАНЕНИЯ, ОБРЕКАЯ НА ВЫМИРАНИЕ НАИМЕНЕЕ ОБЕСПЕЧЕННЫЕ СЛОИ НАСЕЛЕНИЯ.
The number of polyclinics and hospitals has sharply decreased. Since 2010 to 2016 the number of hospitals in Moscow decreased from 232 to 150, and the number of polyclinics has decreased from 1337 to 939. In 2010 in the capital there were 839 women’s clinics and children’s polyclinics, as of 2016, there are 514. There is a catastrophic outflow of medical professionals from state medicine. From 2010 to 2016 the number of doctors has decreased from 89.7 thousand people to 68.6 thousand. The number of nurses from 2013 to 2016 fell from 118.5 thousand people to 111 thousand. According to Rospotrebnadzor.ru, in the last year alone in Moscow the number of cases of acute intestinal infections, viral hepatitis, influenza, upper respiratory tract infection, diseases caused by the human immunodeficiency virus increased 2-fold or more… Количество поликлиник и больниц резко сократилось. С 2010 по 2016 гг. число больниц в Москве уменьшилось с 232 до 150, а число поликлиник –  с 1337 до 939. В 2010 г. в столице было 839 женских консультаций и детских поликлиник, то в 2016 г. – 514Идёт катастрофический отток квалифицированного медперсонала из государственной медицины. С 2010 по 2016 гг. численность врачей снизилась с 89,7 тыс. человек до 68,6 тыс. Численность среднего медицинского персонала с 2013 по 2016 гг. упала с 118,5 тыс. человек до 111 тыс. По данным Роспотребнадзора, только за последний год в Москве в 2 и больше раз выросло число заболевших острыми кишечными инфекциями, вирусными гепатитами, гриппом, ОРВИ, болезнями, вызванными вирусом иммунодефицита человека…
WE WILL FIND IN THE BUDGET OF MOSCOW THE MEANS TO: МЫ НАЙДЕМ В БЮДЖЕТЕ МОСКВЫ СРЕДСТВА ДЛЯ ТОГО, ЧТОБЫ:
  • Return specialists to public health care facilities with additional payments and by providing Moscow doctors with preferential treatment for home acquisition.
  • Вернуть специалистов в государственные медучреждения за счёт доплат и предоставления московским медикам льготных условий при приобретении жилья.
  • Return free, full medical examinations, physical therapy, and physiotherapy to polyclinics.
  • Вернуть в поликлиники бесплатное полноценное медицинское обследование, кабинеты ЛФК и физиотерапии.
  • Increase the time of reception of each patient in polyclinics to a minimum of 20 minutes.
  • Увеличить время приёма одного пациента в поликлиниках минимум до 20 минут.
  • Remove unnecessary bureaucratic burdens from doctors.
  • Снять излишнюю бюрократическую нагрузку с врачей.
  • Implement a program to increase the life expectancy of Muscovites.
  • Внедрить программу увеличения продолжительности жизни москвичей.
 
4. EDUCATION 4. ОБРАЗОВАНИЕ
Almost 288 billion rubles were allocated from the Moscow budget for education in 2018. But this money is spent inefficiently. Class sizes are being increased beyond the standard. Boarding schools have been eliminated. Extended school day groups in almost all schools now come with fees. Children’s extracurricular activities also are now offered on a paid basis. Из бюджета Москвы на образование в 2018 г. выделено почти 288 млрд руб. Но расходуются они неэффективно. Сверх меры укрупняются классы. Ликвидированы интернаты с ночным пребыванием. Группы продлённого дня почти во всех школах стали платными. И уже на платную основу переводится дополнительное образование детей.
SALARIES FOR EDUCATORS ARE UNJUSTLY SMALL, THEREFORE PEDAGOGICAL PROFFESIONS TODAY ARE NO LONGER CONSIDERED PRESTIGIOUS. ОПЛАТА ТРУДА ПЕДАГОГА НЕСПРАВЕДЛИВО МАЛА, ПОЭТОМУ ПРЕСТИЖ ПРОФЕССИИ ПЕДАГОГА СЕГОДНЯ НА НИЗКОМ УРОВНЕ.
The bureaucratic burden is constantly increasing for teachers, which is time consuming and not directly related to their professions. Учителям постоянно увеличивают бюрократическую нагрузку, отнимающую массу времени и напрямую не связанную с их профессиональными обязанностями.
WHAT I CONSIDER NECESSARY: Я СЧИТАЮ, ЧТО НЕОБХОДИМО:
  • Urgently stop the commercialization of preschool, primary, and secondary education.
  • Срочно остановить коммерциализацию дошкольного, начального и среднего образования.
  • Create free extended school day groups in all schools.
  • Создавать во всех школах бесплатные группы продлённого дня.
  •  Open more nursery groups in kindergartens to ensure mothers can get back to work earlier.
  • Открывать больше ясельных групп в детских садах для обеспечения раннего выхода матерей на работу.
  •  Increase additional payments to Moscow teachers.
  • Увеличить доплаты московским педагогам
 
5. SCIENCE AND INDUSTRY 5. НАУКА И ПРОМЫШЛЕННОСТЬ
From Soviet times, one-fifth of all scientific potential of the country has been concentrated in Moscow. Here there are 1200 Scientific Production Associations, 180 research institutes, and 40% of all national institutes of Russia. В Москве с советских времён сконцентрирована пятая часть всего научного потенциала нашей страны – здесь находится 1200 НПО, 180 НИИ, 40% национальных институтов России.
But in recent years there has been a systematic destruction of the industrial sector with the purpose of clearing places for the construction of various shopping and entertainment centers. Today only 5% of people working in Moscow are employed in the industrial sector. Но последние годы идёт систематическое уничтожение промышленных предприятий с целью расчистить место для строительства всевозможных ТРЦ – сегодня в промышленности заняты всего 5% работающих в Москве людей.
OUR TASKS: НАШИ ЗАДАЧИ:
  • Not allow the closing and re-profiling of scientific institutions, and leave the city’s remaining industrial areas – these are the real centers of growth for the Moscow economy.
  • Не допустить закрытия и перепрофилирования как научных учреждений, так и ещё оставшихся в городе промышленных территорий – это реальные точки роста московской экономики.
  • Organize project financing for competitive enterprises and strategic research and development in the interests of the city.
  • Организовать в интересах города проектное финансирование конкурентоспособных предприятий и стратегического НИОКРа.
  •  Show support for organizations of inventers and innovators.
  • Оказывать поддержку обществам изобретателей и рационализаторов.
  •  Create decently paid jobs in the scientific and innovative sectors of the economy and in high-tech, environmentally friendly industrial production.
  • Создать достойно оплачиваемые рабочие места в научно-инновационном секторе экономики и промышленном высокотехнологичном экологически чистом производстве.
 
6. PENSION REFORM 6.ПЕНСИОННАЯ РЕФОРМА
Today in Moscow there are around 3 million pensioners. Сегодня в Москве насчитывается около 3 млн пенсионеров.
If the government decides to pass a bill to raise the retirement age, by preliminary calculations, Если Правительство примет законопроект о повышении пенсионного возраста, по предварительным подсчетам,
40% of men and 20% of women will not survive until retirement, and the unemployment rate among Russians over the age of 40 will rise sharply. By raising the retirement age, the government calls into question Part 2 of Article 55 of the Constitution of the Russian Federation, which directly prohibits the adoption of laws, which worsen or abolish the rights of citizens. до пенсии не доживут 40% мужчин и 20% женщин, а уровень безработицы среди россиян старше 40 лет резко повысится. Повышая пенсионный возраст, Правительство ставит под вопрос часть 2 статьи 55 Конституции РФ, которая прямо ЗАПРЕЩАЕТ принимать законы, ухудшающие либо отменяющие права граждан.
IF THIS GOVERNMENT APPROVES THIS “PENSION REFORM,” WHICH IS CLEARLY AGAINST THE PEOPLE, WE WILL DO EVERYTHING WE CAN IN THIS CASE SO THAT PENSIONERS IN MOSCOW WILL NOT SUFFER. ЕСЛИ ВЛАСТЬ УТВЕРДИТ ЭТУ ОТКРОВЕННУЮ АНТИНАРОДНУЮ «ПЕНСИОННУЮ РЕФОРМУ», МЫ И В ЭТОМ СЛУЧАЕ СДЕЛАЕМ ВСЁ, ЧТОБЫ ПЕНСИОНЕРЫ МОСКВЫ НЕ ПОСТРАДАЛИ.
1.3 million Muscovites will be directly affected by the retirement age increase. Под повышение пенсионного возраста попадает 1 млн 300 тыс. москвичей.
WE WILL DO EVERYTHING THAT WE CAN IN ORDER TO: МЫ СДЕЛАЕМ ВСЁ ДЛЯ ТОГО, ЧТОБЫ:
  • Increase the pensions of Muscovites to 40% from the average working salary in the region. This is around 24,000 rubles.
  • Увеличить пенсию москвичей до 40% от средней заработной платы в регионе. Это порядка 24 000 рублей.
  • Provide compensation payments by means of Moscow’s surplus budget for women over 55 years, and for men over 60 years. This will only require 7% of all expenses from the Moscow budget. This is less than the cost of fireworks, and the illumination and constant replacement of cobblestones.
  • На средства профицитного бюджета Москвы обеспечить компенсационные выплаты для женщин с 55 лет, и для мужчин с 60. Для этого потребуется всего 7% расходной части бюджета Москвы. А это меньше, чем расходы на фейерверки, иллюминацию и вечную замену плитки…
  •  Get the distribution of Pension Funds under control, move them towards sustainability, paying officials and for PR for the Pension Funds.
  • Поставить под контроль расходование средств Пенсионного фонда, направленных на собственное содержание, выплаты чиновникам и на пиар Пенсионного фонда.
7. ECOLOGY 7. ЭКОЛОГИЯ
How can the government talk about “a healthy city”, if the pollution levels have exceeded all norms? The pollution emitted into the atmosphere from transport and communication industries has increased from 0.6 thousand tons in 2010 to 5.1 thousand tons in 2016. All the while the protective forest belt around the city has been practically destroyed. О каком «здоровом городе» говорит власть, если уровень загрязнения воздуха в Москве превышает все допустимые нормы. Выбросы в атмосферу загрязняющих веществ предприятиями транспорта и связи увеличились с 0,6 тыс. тонн в 2010 г. до 5,1 тыс. тонн в 2016 г. При этом практически уничтожен лесопарковый защитный пояс.
AUTHORITIES EITHER IGNOR, OR FALL SILENT WHEN IT COMES TO PROBLEMS INVOLVING CRITICAL ECOLOGICAL SITUATIONS IN A NUMBER OF MOSCOW DISTRICTS. ВЛАСТИ ЛИБО ИГНОРИРУЮТ, ЛИБО ЗАМАЛЧИВАЮТ ПРОБЛЕМЫ С КРИТИЧЕСКОЙ ЭКОЛОГИЧЕСКОЙ СИТУАЦИЕЙ В РЯДЕ МОСКОВСКИХ РАЙОНОВ.
Environmental monitoring data is inaccessible for ordinary Muscovites. Данные экологического мониторинга закрыты для простых москвичей.
AFTER THE ELECTION VICTORY WE WILL IMMEDIATELY TAKE THE FOLLOWING STEPS: ПОСЛЕ ПОБЕДЫ НА ВЫБОРАХ МЫ НЕМЕДЛЕННО ПРЕДПРИМЕМ СЛЕДУЮЩИЕ ШАГИ:
  • Eliminate unregulated landfills, and introduce modern technologies for processing and recycling garbage and household waste.
  • Ликвидируем стихийные мусорные свалки, внедряя современные технологии переработки и утилизации мусора и бытовых отходов.
  • Guarantee the preservation of the remaining forests.
  • Гарантируем сохранение оставшихся лесов.
  • Create an open environmental monitoring system for each district.
  • Создадим открытую систему экологического мониторинга по каждому району.
  •  Implement a business support program for the development of environmentally friendly industries.
  • Внедрим программу поощрения бизнеса к развитию экологически чистых производств.
 
8. SOLUTIONS TO TRANSPORT PROBLEMS IN PLACE OF EXTORTION 8. РЕШЕНИЯ ТРАНСПОРТНЫХ ПРОБЛЕМ ВМЕСТО ПОБОРОВ
The number of paid parking spots is growing rapidly and has become a real nuisance for Muscovites. Today in Moscow there are 80,000 paid parking spots in 85 districts in the city, and only 36 districts have free parking spaces. This does not help the situation on the roads: on average the Moscow car owner spends 20 days stuck in traffic jams per year. This is due to over extended pedestrian sidewalks nobody walks on, and narrow roadways, which only exacerbate the problem. Since 2013, the cost to travel by metro has doubled from 30 to 55 rubles. Стремительно растет число платных парковок, ставших настоящим бичом для москвичей. Сегодня в городе 80 000 платных парковок в 85 районах города, и только в 36 из них сохранились бесплатные парковочные места. Ситуацию на дорогах это никак не улучшает: в среднем за год московский автовладелец проводит в заторах 20 дней. За счет чрезмерно расширенных пешеходных тротуаров, по которым никто не гуляет, сужается проезжая часть, что только усугубляет проблему. С 2013 г в 2 раза – с 30 до 55 рублей выросла стоимость проезда на метро.
MUSCOVITES ARE PAYING TO BE STUCK IN TRAFFIC JAMS FOR NEARLY A MONTH EVERY YEAR AND TO SUFFOCATE ON PUBLIC TRANSPORTATION. МОСКВИЧ ПЛАТИТ ЗА ТО, ЧТОБЫ ОКОЛО МЕСЯЦА В ГОД ПРОВОДИТЬ В ПРОБКАХ И ДАВКЕ В ОБЩЕСТВЕННОМ ТРАНСПОРТЕ.
Instead of solving transport problems, the current Moscow authorities are introducing obvious “extortions:” paid parking, increased fines, and raised public transport fares. Вместо решения транспортных проблем нынешние власти Москвы вводят очевидные «поборы»: платные парковки, увеличение штрафов и повышение тарифов на общественный транспорт.
WHAT I CONSIDER NECESSARY: Я СЧИТАЮ, ЧТО НЕОБХОДИМО:
  • Freeze fares on public transport for the entire mayoral term, and reduce fare to 25 rubles for registered residents of Moscow. Cancel fares for students
  • Заморозить тарифы на проезд в общественном транспорте на весь срок полномочий Мэра, а для зарегистрированных жителей Москвы снизить тарифы на проезд до 25 рублей. Отменить оплату за проезд для студентов
  • Cancel paid parking outside the Garden Ring and forbid state and private organizations from taking parking spaces as their own. Dramatically lower tariffs for parking spots in the city center.
  • Отменить платные парковки за пределами Садового кольца и запретить самозахват парковочного пространства государственными и частными организациями. Кардинально снизить тарифы на парковку в центре.
  • Introduce strict control over the scheduling of public transport.

9. SUPPORT OF ENTREPRENEURSHIP 9. ПОДДЕРЖКА ПРЕДПРИНИМАТЕЛЬСТВА
Current officials do not know or understand anything about entrepreneurs, to them they are a “bottomless feeder.” While the oligarch businesses take their windfalls overseas, entrepreneurs brought in 26% of the Moscow budget in 2017 alone. They could provide more if there was not any pressure form the supervisory authorities (2 million inspections a year!), the constant tightening of requirements, and new “predatory” bills, such as a 20% Value Added Tax. Entire districts of Moscow turn into overpopulated “ghettos” with a low standard of living and high criminal activity. Нынешние чиновники не знают и не понимают предпринимателей, для них они – «бездонная кормушка». Пока олигархический бизнес выводит свои сверхдоходы в оффшоры, предприниматели только по итогам 2017 г. смогли обеспечить 26% бюджета Москвы. Могли обеспечить и больше, если бы не давление со стороны надзорных органов (2 млн проверок в год!), постоянные ужесточения требований и новые «грабительские» законопроекты, такие как увеличение НДС до 20%. Целые районы Москвы превращаются в перенаселённые «гетто» с низким уровнем жизни и сложной криминогенной обстановкой.
ONLY THE DEVELOPMENT OF SMALL AND MEDIUM SIZED BUSINESSES CAN STOP THIS DEGRADATION, PROVIDING PEOPLE WITH DECENT JOBS. ТОЛЬКО РАЗВИТИЕ МАЛОГО И СРЕДНЕГО БИЗНЕСА СПОСОБНО ОСТАНОВИТЬ ЭТУ ДЕГРАДАЦИЮ, ПРЕДОСТАВЛЯЯ ЛЮДЯМ ДОСТОЙНУЮ РАБОТУ.
The current government likes to compare Moscow with European capitals, but in the European Union about 67% of the employed population works in small and medium-sized enterprises (SME). All the way back in 2012 Moscow authorities promised to create jobs for 1 million residents. Six years have already passed and new areas of the city are being developed and settled at a frantic pace. However, a growth in job numbers we’ve not seen and we are still waiting! Нынешняя власть любит сравнивать Москву с европейскими столицами, но в Евросоюзе на малых и средних предприятиях (МСП) трудится около 67% занятого населения. Власти Москвы ещё в 2012 г. обещали создать рабочие места для 1 млн жителей города. Прошло 6 лет, новые районы города застраиваются и заселяются бешеными темпами. Но прироста численности работающих там как не было, так и нет!
I spent 25 years working in the energy industry and participated in the construction of power plants and other large-scale facilities. Я 25 лет посвятил работе в энергетической отрасли, участвовал в строительстве электростанций и других масштабных объектов.

IT IS NECESSARY TO: НЕОБХОДИМО:
  • Prohibit any unscheduled inspections of all law abiding taxpayers.
  • Ввести запрет любых внеплановых проверок добросовестных налогоплательщиков.
  • Provide mechanisms for the mandatory participation of small and medium-sized businesses in public procurement, a priority that today is often given to organizations affiliated with those in power.
  • Обеспечить механизмы обязательного участия малого и среднего бизнеса в госзакупках, приоритет в которых сегодня довольно часто отдается аффилированным с властью структурам.
  • Provide entrepreneurs with access to cheap long-term loans, and to simplify the procedure for registering land transactions in the state register.
  • Обеспечить предпринимателям доступ к длинным дешёвым кредитам, упростить процедуру оформления земельных отношений в Росреестре.
 
10. YOUTH POLICY 10. МОЛОДЕЖНАЯ ПОЛИТИКА
Our country tomorrow will be what our children are today, our youth. Наша страна завтра будет такой, какими сегодня являются наши дети, наша молодежь.
OUR TASK IS TO IMPROVE VALUES AND GIVE OUR YOUTH CONFIDENCE IN TOMORROW THROUGH CHARITY, JUSTICE, RESPECT FOR ALL WORK AND FOR THE HISTORY AND TRADITIONS OF OUR COUNTRY. НАША ЗАДАЧА –  ДАТЬ ИМ УВЕРЕННОСТЬ В ЗАВТРАШНЕМ ДНЕ И ПРИВИТЬ ЦЕННОСТИ: МИЛОСЕРДИЕ, СПРАВЕДЛИВОСТЬ, УВАЖЕНИЕ К ЛЮБОМУ ТРУДУ, К ИСТОРИИ И ТРАДИЦИЯМ СВОЕЙ СТРАНЫ.
These are the values that are inherent to our people and have allowed our Motherland to become one of the greatest powers in the world. Ценности, которые присущи нашему народу, и которые позволили нашей Родине стать одной из величайших держав мира.
WHAT I CONSIDER NECESSARY: Я СЧИТАЮ, ЧТО НЕОБХОДИМО:
  • Organize youth vocational guidance programs. Provide an opportunity for graduates to choose future work in important industries for Moscow.
  • Организовать программы профориентации молодёжи. Предоставить возможность выпускникам выбирать будущую работу в важных для Москвы отраслях экономики.
  • Launch a large-scale job creation subsidy program for young professionals with secondary technical training and higher professional engineering educations.
  • Запустить масштабную программу субсидирования создания рабочих мест для молодых специалистов со средним техническим и высшим профессиональным инженерно-техническим образованием.
  •  Develop military-patriotic education for young Muscovites, but without “force.” They will be drawn by their own will to a well-designed program, which will teach them the history of their country and their city. They will also learn how, with whom, and for what our people fought. Otherwise, the “boy Kolya on the Bundestag” syndrome, generated by the current quality of history education in our schools, will continue to spread to the heads of the growing generation.
  • Развивать практику военно-патриотического воспитания молодых москвичей, но без «принудиловки». Ребята сами втянутся в грамотно разработанный игровой процесс, в ходе которого они узнают историю своей страны и своего города. И о том, как, за что и с кем воевал наш народ. Иначе, синдром «мальчика Коли в Бундестаге», порожденный нынешним уровнем преподавания истории в школе, и дальше будет распространяться в головах растущего поколения.

11. THE PEOPLE’S SELF-GOVERNMENT 11. НАРОДНОЕ САМОУПРАВЛЕНИЕ
The executive branch of office in Moscow is 300 times bigger than the representative branch and municipal authorities combined. Аппарат органов исполнительной власти в Москве в 300 раз больше представительной и муниципальной властей вместе взятых.
Today the Moscow Government employs 19,700 people from a city population of 12.5 million. That means, 1 km2 (0.39 square miles) of the capital accounts for only 7.8 government officials! Over the past 5 years, their salary has grown by 43%! Every year the cost to maintain the government apparatus is no less than 2.5 billion rubles (37.5 million dollars). At the same time, the majority of officials believe they are above the law and no one, except the mayor, is out of control. The executive branch develops and conducts 97% of the laws adopted by deputies through the Moscow City Duma. На сегодняшний день в Правительстве Москвы работает 19 700 человек при общей численности населения города 12,5 млн. То есть на 1 км² столицы приходится 7,8 чиновника! За последние 5 лет их зарплата выросла на 43%! Ежегодно на содержание аппарата уходит не менее 2,5 млрд. рублей. При этом большинство городских чиновников стоят фактически над законом и никому, кроме мэра, неподконтрольны. Исполнительная власть разрабатывает и проводит через московскую городскую Думу 97% принятых депутатами законов.
THIS MEANS THE AUTHORITIES DETERMINE THEIR OWN PROFESSIONAL GROWTH. THEY DO NOT CONSULT WITH ANYONE. THEY LOOK FOR WAYS TO ACHIEVE THEIR OWN GOALS AND INDEPENDENTLY ASSESS THE ACHIEVED RESULTS. ТО ЕСТЬ, ВЛАСТЬ САМА ОПРЕДЕЛЯЕТ ДЛЯ СЕБЯ ПЕРСПЕКТИВЫ, НИ С КЕМ НЕ СОВЕТУЯСЬ, И ИЩЕТ ПУТИ ДОСТИЖЕНИЯ СВОИХ ЦЕЛЕЙ, САМОСТОЯТЕЛЬНО ОЦЕНИВАЕТ ДОСТИГНУТЫЕ РЕЗУЛЬТАТЫ.

  • Audit the city management system and optimize it. Drastically reduce the bureaucracy and the cost of its maintenance.
  • Провести аудит системы городского управления и оптимизировать её. Кардинально сократить чиновничий аппарат и расходы на его содержание.
  • Direct savings to solve the most urgent city problems
  • Направить сэкономленные средства на решение наиболее актуальных городских проблем
  • Transfer the real authority to the municipal level; Muscovites will take the place of city officials, because they know better about the city problems.
  • Передать реальные полномочия по управлению на муниципальный уровень – москвичи на местах лучше городских чиновников знают о своих проблемах.
  • Bring the law making process out of the shadows, and limit the participation within it by the structures of the Moscow city government, and increase the role of the deputies in the Moscow City Duma.
  • Вывести процесс законотворчества из тени, ограничить участие в нём структур правительства Москвы, повысив роль депутатов Мосгордумы.
  • Introduce full transparency within the work of key structures of city hall and city services. There should be open and detailed information on all activities of municipal enterprises, housing and utilities management companies etc., including budgets, contracts, and staffing.
  • Ввести полную прозрачность работы ключевых структур мэрии и городских служб. Для всех должна быть открытой подробная финансовая информация о деятельности муниципальных предприятий, управляющих компаний ЖКХ и т.д, включая бюджеты, контракты и штатные расписания.
 
12. AN HONEST AND TRANSPARENT MOSCOW BUDGET 12. ЧЕСТНЫЙ, ПРОЗРАЧНЫЙ БЮДЖЕТ МОСКВЫ
The Moscow budget may exceed 2.3 trillion rubles (34.5 billion dollars). Бюджет Москвы может превышать 2,3 трлн рублей.
This money up to the last penny should work for the benefit of Muscovites, but right now that is not happening. Эти деньги до последней копейки должны работать на благо москвичей, но сейчас это не так.
THE LIONS SHARE, EXPERTS ESTIMATE, IS IN THE POCKETS OF CORRUPT OFFICIALS, AND IN PART SPENT ON INTENSIVE AND UNIMPORTANT PROJECTS LIKE COBBLESTONE LAYING, PURCHASING OF PLAS TIC TREES, AND CONDUCTING FRIVOLOUS HOLIDAYS. ЛЬВИНАЯ ДОЛЯ, ПО ЭКСПЕРТНЫМ ОЦЕНКАМ, ОСЕДАЕТ В КАРМАНАХ КОРРУПЦИОНЕРОВ, ЧАСТЬ ТРАТИТСЯ НА БЕССМЫСЛЕННЫЕ И НЕЦЕЛЕСООБРАЗНЫЕ ПРОЕКТЫ ПО УКЛАДКЕ ПЛИТКИ, ЗАКУПКЕ ПЛАСТМАС СОВЫХ ДЕРЕВЬЕВ И ПРОВЕДЕНИЮ ПОКАЗНЫХ ПРАЗДНИКОВ.  
A significant part of the budget is given to the “whims” of officials, such as for expensive luxury service cars, business class flights, paid media coverage, etc. At the same time, spending on health care, recreation and sports, environmental protection, and other areas is reduced… Значительная часть бюджета уходит на «капризы» чиновников – дорогостоящие люксовые служебные автомобили, перелеты бизнес-классом, «карманные» СМИ и т.д. При этом сокращаются расходы на здравоохранение, спорт, охрану окружающей среды и другие сферы…
WHAT IS NECESSARY IN THE SPHERE OF THE CITY BUDGET: В СФЕРЕ ГОРОДСКОГО БЮДЖЕТА НЕОБХОДИМО:
  • Ensure the competitiveness and transparency of public procurement processes for the Moscow budget, including cutting off business structures affiliated with the government from them.
  •  Обеспечить конкурентность и прозрачность госзакупок московского бюджета, в том числе с отсечением от них бизнес-структур, аффилированных с властью.
  • Introduce open reporting for city residents on budget expenditures. Detailed financial information about the activities of municipal enterprises, housing and utilities management companies, etc., should be published on the internet, and include budgets, contracts, and staffing.
  • Ввести практику открытой отчётности по расходованию бюджета перед жителями города. В Интернете должна публиковаться подробная финансовая информация о деятельности муниципальных предприятий, управляющих компаний ЖКХ и т.д, включая бюджеты, контракты и штатные расписания.
  •  Introduce a target-program approach to budget information focusing on the needs of the majority of Muscovites.
  • Ввести программно-целевой подход к формированию бюджета с ориентацией на нужды большинства москвичей.
 
ALL THE POINTS OF MY PLAN “MOSCOW FOR THE PEOPLE” ARE REALLY FEASIBLE. Все пункты моего плана «МОСКВА – ЭТО ЛЮДИ!» реально выполнимы
 
Once again I want to stress that the budget of the capital can run up to 2.3 trillion rubles. The only question is, how are these trillions distributed and to where. To replace cobblestones in recent years has cost 189 billion rubles (2.8 billion dollars), and has caused so much irritation among Muscovites. We will put the expenditure of the budget under strict control of the people of Moscow to prevent the money from going into someone’s “pocket,” but to be spent on health care, additional payments to pensioners, solving environmental issues and housing problems. Еще раз хочу напомнить, что бюджет столицы может составлять 2,3 триллиона рублей. Вопрос лишь в том, как распределяются и куда уходят все эти триллионы. Только на смену плитки, вызывающей столько раздражения у москвичей, за последние годы было потрачено 189 миллиардов рублей! Мы поставим расход бюджета под жёсткий контроль москвичей и тогда эти деньги пойдут не в чей-то «карман», а на здравоохранение, доплаты пенсионерам, решение экологических и жилищных проблем.
Most importantly, as mayor, I will take on every important decision of the city together with the people of Moscow. И самое главное, на посту Мэра я все важные для города решения в обязательном порядке буду принимать только вместе с москвичами.
UNDER MY POWER I WILL MAKE LIFE WORTHY FOR MUSCOVITES МНЕ ПОД СИЛУ СДЕЛАТЬ ЖИЗНЬ МОСКВИЧЕЙ ДОСТОЙНОЙ
  • Due to hushed-up problems, the current situation of Moscow is getting close to critical, and this crisis will soon hit close to home for ordinary Muscovites. The must be stopped.
  • Из-за замалчиваемых проблем нынешнее положение Москвы близко к критическому, и этот кризис скоро ударит по простым москвичам. Это нужно и можно остановить.
  • I will not meekly monitor the implementation of unpopular decrees proposed by the government. I will and will have the ability to resist everything that may adversely affect the quality of life for Muscovites.
  • Я не стану безропотно наблюдать за выполнением антинародных указов Правительства. Мне хватит и воли и возможностей противостоять всему, что может отрицательно повлиять на качество жизни москвичей.
  • Communists do not depend on oligarchs and their interests. Thus, the Communist Party supports scientists, industrialists and entrepreneurs, the people who work for the future of Moscow and provide real economic growth for the city.
  • Коммунисты не зависят от олигархов и их интересов. При этом КПРФ поддерживают ученые, многие промышленники и предприниматели – люди, которые работают на будущее Москвы и обеспечивают реальный экономический рост в городе.
  •  Only the Communists care about the real life of people in the city, Muscovites rather than exaggerated numbers, mega-projects, and  “optimization.” Therefore, my priority as mayor is social work, and the ability to help improve the life of ordinary Muscovites directly instead of through projects.
  • Только коммунистов заботит реальная жизнь людей в городе, а не выхолощенные цифры, мега-проекты и способы «оптимизации». Поэтому мой приоритет на должности Мэра – социальная работа, возможность напрямую, а не через какие-то проекты сделать жизнь простых москвичей лучше.

Josh Wilson

Josh has been with SRAS since 2003. He holds an M.A. in Theatre and a B.A. in History from Idaho State University, where his masters thesis was written on the political economy of Soviet-era censorship organs affecting the stage. He lived in Moscow from 2003-2022, where he ran Moscow operations for SRAS. At SRAS, Josh still assists in program development and leads our internship programs. He is also the editor-in-chief for the SRAS newsletter, the SRAS Family of Sites, and Vestnik.
